Ezt Okszana Zsolnovics szociálpolitikai miniszter jelentette be a felújított Állami Rehabilitációs Intézmény A Fogyatékkal élők Komplex Rehabilitációs Központja Ukrajnában megnyitásakor – írja az Ukrinform.
„Ukrajnában 3 millió fogyatékkal élő ember él. 2,7 millióan voltak. Másfél év alatt hozzávetőleg 300 ezres növekedést látunk” – mondta Zholnovich.
Megjegyezte, hogy Ukrajnának egyre több rehabilitációs szakemberre, több különböző központra és osztályra van szüksége, amelyek segítenék embereink dolgozóképességének helyreállítását, mert növekszik a sérültek száma.

A „korlátozottan alkalmas katonai szolgálatra” minősítést kapók is besorozathatóak az ukrán hadseregbe hadiállapot idején.
A mozgósítás alatti orvosi vizsgálat befejezését követően az egészségügyi bizottság három kategóriába sorolhatja a hadkötelest:
- alkalmas katonai szolgálatra;
- átmenetileg alkalmatlan katonai szolgálatra (megadja az ismételt vizsgálat időpontját);
- korlátozottan alkalmas katonai szolgálatra.
Egy ukrán oldal szerint a korlátozott alkalmasság békeidőbeli eltiltást jelent, de ez nem jelenti azt, hogy a hadkötelezettet felmentik a katonai szolgálat alól.
A fakti.ictv ismertette, hogy a katonai szolgálatra korlátozottan alkalmasnak minősített személyek nem szolgálhatnak partraszálló erőkben, a haditengerészetben, a tengerészgyalogságban vagy speciális infrastruktúrákban. Ugyanakkor alkalmasak szolgálatra a katonai egységekben, katonai intézményekben, szervezetekben vagy oktatási intézményekben. Azaz nem küldhetők harci a frontra, de a különböző hivatalokban szolgálhatnak.
Az orvosi vizsgálat során azt is jelzik a korlátozott fizikai képességű személynek, hogy milyen szolgálati és katonai munkavégzés ellenjavallt a számára. Ez függ az egészségi állapottól, valamint a hadköteles katonai szakterületétől, beosztásától, életkorától és munkájától is.

A kárpátaljaiak petíciót készítettek elő, amelyben az adótörvénykönyv módosítását javasolják, miszerint biztosítsák a fogyatékkal élők számára a gépjárművek „nullás” vámkezelését. Hamarosan közzéteszik az államfő honlapján, ahol lehetőség a nyílik kezdeményezés támogatására. Az aktivisták elmondása szerint, az is probléma, hogy Kárpátalján nincs olyan autósiskola, ahol a fogyatékkal élők megtanulhatnák a speciálisan felszerelt járműveket vezetni. Jelenleg a kézi vezérlésű autókhoz járó vezetői engedély megszerzéséhez a kárpátaljaiaknak több hónapos képzésen kell részt venniük valamelyik lembergi vagy kijevi speciális központban. Az orvosok elmondása szerint a fogyatékkal élők mobilitásának problémája figyelmen kívül hagyása alapvető jogaikat és szükségleteiket sérti. És a háború miatt ez a téma egyre aktuálisabb.

Egy kis határ menti faluban, Hetyenben járunk, ahol a testileg, szellemileg vagy testileg és szellemileg egyaránt sérült környékbeli gyerekek és fiatal felnőttek otthona működik. A Fogyatékkal Élők „Élim” Hetyeni Református Napközi Otthona 2012. szeptember 2. óta nyújt támogatást számukra, mely helyen nem csak szavakban, hanem tettekben megnyilvánuló segítőkészséggel szembesülünk. Az intézmény elsődleges célja – a szülők tehermentesítése mellett az -, hogy egy közösségen belül együtt fejlődjenek az idejárok, nem utolsó sorban magyar nyelven.
Konferenciával zárult a Beregszászi Járási Máltai Szeretetszolgálat és a magyarországi Rejtett Kincsek Down Egyesület Helth4all! nevű programja.
A II. Rákóczi Ferenc Kárpátaljai Magyar Főiskolán megtartott rendezvényen a szervezetek vezetői beszámoltak a két év során megvalósult fejlesztésekről, eredményekről. A projekt segítségével lényegesen több fogyatékossággal élő gyermeket tudtak fejleszteni a Neurofeedback, a Pető módszer, a beszéd- és mozgásfejlesztő, valamint a gyógymasszázs terápiás módszerekkel.
Volodimir Zelenszkij, Ukrajna elnöke aláírta a fogyatékkal élő felnőttek és gyermekek szociális garanciáinak kibővítéséről szóló törvényt, áll az Elnöki Hivatal honlapján.
A törvénynek megfelelően a fogyatékkal élő személyeknek és kísérőiknek joguk van soron kívüli kiszolgáláshoz bármelyik pénztárnál, valamint minden, szolgáltatást nyújtó vállalkozásnál, intézményben és szervezetnél.
A fogyatékkal élők I. csoportjába tartozó személyeknek és az őket kezelésre kísérőknek joguk van elsőbbségi alapon átlépni Ukrajna államhatárát, valamint az ideiglenesen elfoglalt területekre való belépő/kilépő ellenőrzési pontokat (nem gyakrabban, mint hetente egyszer).
Ezen kívül a fogyatékkal élő felnőttek és gyermekek rehabilitációs segítséget kaphatnak a közigazgatási és gazdasági szankciók bírságaiból és kamataiból az állami költségvetése befolyt összegből, amelyet a fogyatékkal élők Társadalombiztosítási Alapja használ fel.
