A Washington és Kijev közötti kapcsolatok elmérgesedése miatt az Európai Unió kormányai az Elon Muskhoz köthető Starlink műholdszolgáltatás alternatívái után érdeklődnek. Az uniós döntéshozók már tárgyalnak azokkal az európai vállalatokkal, amelyek támogathatják Ukrajna digitális függetlenségét.
Az uniós kormányok négy európai műholdas céggel tárgyalnak arról, hogy Ukrajnában helyettesítsék az Elon Musk amerikai milliárdos által vezetett SpaceX tulajdonában álló Starlink-szolgáltatást – derül ki a The Next Web beszámolójából. Az alternatívák iránti igény oka, hogy a növekvő transzatlanti feszültségek közepette növelje a technológiai szuverenitását a régió.
A Starlink létfontosságú kommunikációs rendszert biztosított az ukrán hadsereg számára azóta, hogy Oroszország 2022-ben „különleges katonai műveletet” indított az ország ellen. A szolgáltatás lehetővé teszi az ukrán fegyveres erők számára, hogy koordinálják a dróntámadásokat, könnyebben azonosítsák a célpontokat, és valós időben továbbítsák a harctéri adatokat a szárazföldi csapatoknak.
Az európai vezetők aggódnak a Starlink miatt, ugyanis egyes információk szerint amerikai tisztviselők – és maga Elon Musk – azzal fenyegetőztek, hogy lekapcsolják a rendszert Ukrajnában, ha nem teljesítik az ásványkincsekre vonatkozó követeléseket. Elon Musk cáfolta az állításokat, de Ukrajna és Európa számára kétséges, hogy milyen biztonsági következményekkel jár, ha egyetlen, magántulajdonban lévő hálózatra támaszkodnak, amelynek vezetője közvetlen kapcsolatban áll a Trump-kormányzattal.
Válaszul a Starlink európai alternatíváival folytatott tárgyalások teljes gőzzel folynak, kiemelten a francia–brit műholdas szolgáltatóval, az Eutelsat vállalattal.
A cég vezérigazgatója, Eva Berneke a múlt héten megerősítette, hogy tárgyalásokat folytatnak az EU-val az internetszolgáltatás Ukrajnára való kiterjesztéséről. Elmondta, hogy az Eutelsat „nagyon pozitív tárgyalásokat” folytat Olaszországgal is, amelynek kormánya bizonytalan abban, hogy a Starlinket válassza-e a kormánytisztviselők titkosított kommunikációjának biztosítására.
Több alternatíva is van, de nem lesz könnyű feladat a helyettesítés
Három másik vállalat – a brit Inmarsat, a luxemburgi SES és a spanyol Hisdesat – szintén tárgyalásokat folytat az uniós kormányokkal és intézményekkel arról, hogy hogyan biztosíthatnának tartalék összeköttetést Ukrajna számára. Miguel Ángel García Primo, a kormányok számára biztonságos műholdas kommunikációt biztosító Hisdesat vezérigazgatója elmondta, hogy cégével több európai tisztviselő is felvette a kapcsolatot.
A lap megjegyzi ugyanakkor, hogy a Starlink lecserélése nem lesz egyszerű, ugyanis messze a legnagyobb műholdas kommunikációs szolgáltató, csak Ukrajnában több mint 7000 műholdja kering alacsony földi pályán, és 40 ezer földi terminált telepített. Információk szerint azonban az Eutelsat hamarosan, a vezérigazgatója szerint „valószínűleg néhány hónapon belül” elérheti a Starlink ukrajnai terminálszámát. Az Eutelsat már 2000 terminállal rendelkezik a háború sújtotta országban.

A milliárdos vállalkozó azt is kifogásolta, hogy a Starlink műholdas kommunikáció Ukrajnában havonta 20 millió dollárba kerül a cégnek. „A terminálok mellett műholdakat és földi állomásokat kell építenünk, indítanunk, karbantartanunk és feltöltenünk, valamint fizetnünk kell a távközlési szolgáltatóknak az átjárókon keresztüli internet-hozzáférésért. Védekezni kell az egyre terjedő kibertámadások és zavarások ellen is” – mutatott rá Elon Musk.
A hírportál emlékeztetett arra, hogy korábban azt írta, hogy a SpaceX felszólította a Pentagont, hogy finanszírozza a Starlink havi szolgáltatásait Ukrajnában. Felhívásában a cég leszögezte, hogy „további terminálokat nem adományozhat Ukrajnának, és nem finanszírozhatja meghatározatlan ideig a meglévő terminálokat”.
