 A jelentés szerint Barro elmondta: Franciaország segíteni és támogatni fogja Ukrajnát. „A segítségünk konkrét példákban nyilvánul meg. A védelem területén eszközöket és katonai felszerelést biztosítunk Ukrajnának. Franciaország az első ország, amely egy egész dandárt, az Anna Kijevszka dandárt képezi ki. Az első Mirage 2000 vadászgépeket a Ukrajna a jövő év elején kapja meg” – biztosított a francia diplomácia vezetője.
 Ezenkívül Franciaország fogja kiképezni ezeknek a gépeknek a pilótáit.

 A jelentés szerint „a Mirage 2000-5 vadászgépeknek azt a részét, amelyet Franciaország Ukrajnának szándékozik átadni, Kazoban (francia légitámaszpont – a szerk.) alakítják át. Ezt azért teszik, hogy képesek legyenek földi célpontokat lőni”. A franciák azonban nem közölték a modernizáció konkrét szempontjait, de valószínű, hogy a gépeket az Armament air-sol modulaire (AASM) bombák hordozásához fogják igazítani, amelyeket korábban Ukrajnánk szállítottak.
 Az ilyen modernizáció azt jelzi, hogy a Mirage-2000-5 el fog távolodni hagyományos elfogó szerepétől. Amikor létrehozták őket, a levegő-föld lőszer használatának lehetőségét nem építették be.
 Június elején Emmanuel Macron francia elnök bejelentette, hogy a védelmi segítségnyújtás keretében Mirage 2000 típusú vadászgépeket kíván átadni Ukrajnának. A kezdeményezés részleteit azonban nem árulta el. Ezt követően az ukrán légierő reagált Macron szavaira, és megjegyezte, hogy a Mirage 2000 repülőgépek hatékonyak lesznek harci küldetések végrehajtására.

 A kiadvány megjegyzi, hogy politikai döntés esetén Franciaország egy tucat ilyen típusú vadászgépet adhat át Ukrajnának.
