A jelentés szerint az elnök a Védők. Létszámellenőrzés elnevezésű konferencián felszólalva azt mondta, hogy a veteránok iránti feltétlen tiszteletet az ukrajnai közélet minden szintjén érezni kell, és nem szavakban, hanem gyakorlati dolgokban kell azt megtestesíteni. Mint hangsúlyozta, jelenleg körülbelül egymillió ember védi Ukrajnát a fegyveres erők soraiban és más, a megszállók ellen harcoló alakulatokban.
„Kik ők, ez a millió? Mit jelent a harc az orosz terroristák ellen a győzelmünk előtt?” – tette fel a kérdést az elnök. Válaszként hozzátette: „ez azt jelenti, hogy Ukrajnában mindenkinek lesznek veterán rokonai vagy veterán barátai, vagy veterán kollégái, vagy veterán ismerősei. Ez azt jelenti, hogy a veterán közösség eggyé válik. Ez pedig azt jelenti, hogy olyan változtatásokra van szükség, amelyek megfelelnek az új valóságnak mind a veteránokkal kapcsolatos állami politikában, mind a veteránokról alkotott közfelfogásban és minden gazdasági szereplőinkben” – mutatott rá az államfő. „Minden veteránnak éreznie kell, hogy Ukrajna tudja, hogyan lehet hálás azoknak, akik megvédték életünket” – mutatott rá Volodimir Zelenszkij.
