Сьогодні, 31 жовтня, користувачі по всьому світу повідомляють про збої в роботі Instagram. Найбільше скарг надійшло з Європейських країн.
Пік проблем прийшовся на 14:30, однак і досі деякі користувачі пишуть, що стикаються з труднощами. Зокрема у 53 відсотків користувачів не працює додаток, 42 відсотки не можуть авторизуватися. Ще 4 відсотки не можуть скористатися вебверсією сервісу.
У компанії прокоментували ситуацію не відразу, пише 24 канал.
„Нам відомо, що деякі з вас мають проблеми з доступом до свого акаунту в Instagram. Ми розбираємося з цим і перепрошуємо за незручності”.
Разом із тим компанія не повідомляє причину збої.
Найбільше скарг надходить із Нідерландів, Греції, Німеччини, Польщі та Франції. В Україні про збій здебільшого повідомляли у західних та східних областях.

Якщо осінь – то в УжНУ – традиційні Дні кар’єри ЄС. У найбільшому виші Закарпаття склалася традиція: не просто навчати, а допомагати студентам ще під час університетського періоду будувати кар’єру. А сприяють цьому такі заходи, як Дні кар’єри ЄС. Цьогоріч війна поставила нові виклики.
У відповідь на війну росії проти України, з метою спрощення прийому українських біженців Рада Європейського Союзу зробила використання когезійних фондів більш гнучким.
Мета прийнятого пакету законодавчих поправок – допомогти урядам і регіонам ЄС упоратися з наслідками війни рф проти України. Гнучкість у використанні когезійних фондів Євросоюзу сприяє забезпеченню ресурсів для підтримки біженців.
Ці заходи дозволяють отримати попереднє фінансування в розмірі 3,5 мільярда євро для забезпечення додаткової ліквідності програм допомоги біженцям. Вони надають можливість 100-відсоткового співфінансування для інвестицій, спрямованих на соціальну та економічну інтеграцію громадян країн, які не є членами ЄС. А крім того, дозволяють заднім числом відшкодовувати витрати на ініціативи, пов’язані з потребами біженців, що вже були закриті, та покривають 30% витрат органів місцевого самоврядування, пов’язаних з біженцями.
Згадані заходи сприяють фінансуванню широкого спектру заходів для підтримки тих, хто рятується від війни, їхнього прийому, розміщення, доступу до медичної допомоги та залучення на ринок праці. А також забезпечують надання прямої підтримки тим, хто допомагає біженцям у місцевих громадах.
Законодавчі зміни набудуть чинності одразу після офіційного опублікування.

Минулого тижня на територію Європейського Союзу в’їхали понад 53 тисячі громадян Росії, що на 20 відсотків менше, ніж попереднього тижня, інформує прикордонна служба Європейського Союзу (Frontex).
Як повідомляється, незважаючи на часткову військову мобілізацію, оголошену в Росії, в’їзд російських громадян до ЄС стабільний, водночас, очікується, що він буде зменшуватися через посилення візової політики ЄС і російські запобіжні заходи щодо виїзду військовозобов’язаних.
Більшість громадян Росії в’їжджають в ЄС через кордон із Фінляндією, понад 29 тисяч із 53-х, які прибули минулого тижня, поки залишаються у Фінляндії.
Із початку війни Росії проти України понад 1 мільйон 356 тисяч російських громадян в’їхали в країни ЄС через сухопутні кордони. Водночас до Росії повернулося понад 1 млн 314 тисяч громадян.
Більшість росіян, які прибули, мають дійсні посвідки на проживання, візи чи подвійне громадянство.
За даними Frontex в’їзд російських громадян до ЄС, ймовірно, буде обмежений як через посилення візової політики ЄС, так і через обмеження, запроваджені Росією для запобігання виїзду військовозобов’язаних із країни.
У відомстві вважають, що кількість незаконних перетинів кордону, ймовірно, зросте, якщо Росія вирішить закрити свої кордони для військовозобов’язаних.

У рамках Європейського протиракового плану Європейська комісія висунула нову рекомендацію щодо підтримки країн – членів Європейського Союзу в збільшенні участі в скринінгу на рак, повідомили у вівторок у виконавчому органі ЄС у Брюсселі.
Стелла Кіріакідіс, член комітету, відповідальний за здоров’я та безпеку харчових продуктів, сказала на своїй пресконференції, що метою рекомендації є збільшення кількості скринінгових тестів, які охоплюють кілька цільових груп і кілька типів раку.
Новий підхід ЄС підтримуватиме країни-члени в забезпеченні того, щоб до 2025 року 90 відсотків населення ЄС, яке має право на скринінг на рак молочної залози, шийки матки та товстої кишки, могли взяти участь у скринінгу. Єврокомісар заявила, що цей захід виправданий тим, що у 2020 році в ЄС діагностували рак у близько 2,7 мільйона людей, а понад 1,3 мільйона людей померли від цієї хвороби.
Система скринінгу на рак в ЄС охоплюватиме типи раку, на які припадає майже 55 відсотків нових випадків раку, щороку діагностованих в ЄС.
Рекомендація розширює цільову групу скринінгу на рак молочної залози з поточної вікової групи 50-69 років на жінок віком від 45 до 74 років. Він також рекомендує жінкам віком 30-65 років проходити скринінг на рак шийки матки принаймні кожні п’ять років, беручи до уваги статус вакцинації проти Папіломавірусів. Для людей віком від 50 до 74 років у Брюсселі вимагається сортувальна експертиза на рак товстої кишки з імунохімічними тестами, щоб визначити можливе подальше спостереження після ендоскопії та колоноскопії.
Нова рекомендація розширює популяційний організований скринінг раку на рак легенів, рак передміхурової залози та, за певних обставин, рак шлунка, а також рекомендує скринінг на рак легенів для завзятих курців і колишніх курців у віці від 50 до 75 років. Чоловікам віком до 70 років він рекомендує тест на рак передміхурової залози на основі тесту на простатоспецифічний антиген і магнітно-резонансну томографію (МРТ) як подальше спостереження. Він рекомендує скринінг на Helicobacter pylori та спостереження за передраковими ураженнями шлунка в регіонах із високою захворюваністю та смертністю від раку шлунка.
Крім того, рекомендація звертає увагу на рівний доступ до скринінгу, потреби певних соціально-економічних груп, людей з обмеженими можливостями та людей, які проживають у сільській місцевості або віддалених районах. Він також вважає важливим забезпечити відповідні та своєчасні діагностичні процедури, лікування, психологічну підтримку та подальший догляд, – заявила єврокомісар.

За даними Євростату, статистичної організації Європейської комісії, через хвилі надзвичайної спеки, які охопили Європу, в липні цього року смертність у Європейському Союзі зросла на 16% порівняно із середнім показником. Це також найвищий рівень смертності, зареєстрований 2022-го.
Порівняно із середніми даними про смертність у липні, зафіксованими у 2016–2019 роках, цього липня в Європі померло на 53 тисячі більше людей.
Зважаючи на температурні показники, це доводить, що зростання кількості смертей було спричинене надзвичайною спекою, зазначається у звіті організації.
Збільшення смертності на 16% є «незвичайно високим показником» порівняно із середніми липневими показниками. У 2020-му, який був першим роком пандемії, у липні смертність перевищила середній показник на 3%, а у 2021-му – на 6%.
Рівень смертності відрізнявся між країнами ЄС. Показники, що значно перевищують середні, у липні були зафіксовані в більшості держав-членів. Найзначніше зростання спостерігалося в Іспанії – на 36,9% вище за середні дані про смертність. За цією країною, яка постраждала від найбільшої спеки за останні 40 років, ідуть Кіпр і Греція з подібними показниками. Серед країн – членів ЄС Латвія була єдиною, де в липні не зареєстрували перевищення середніх показників смертності, відзначають у Євростаті.
До цього в ЄС вищі за середні показники смертності були зафіксовані у квітні 2020 року (25%), листопаді 2020-го (40%), квітні 2021-го (21%) і листопаді 2021-го (27%).

«Я хочу, щоб ми мобілізували повну потужність нашого спільного ринку, щоб прискорити зростання та створити нові можливості. У березні ми успішно приєднали Україну до нашої електричної мережі, – це планувалося на 2024 рік, але було зроблено протягом двох тижнів. Сьогодні Україна експортує електроенергію до Європейського Союзу. Тож я хочу суттєво розширити цю взаємно вигідну торгівлю. Ми вже зупинили збори з українського експорту до ЄС, ми вводимо Україну в наш європейський простір роумінгу, наші «коридори солідарності» були великим успіхом (для експорту українського зерна – ред.). „Як зазначають туроператори, до списку лояльних країн ЄС, які дотепер оформляли і продовжують приймати документи на візи під туристичні поїздки, належать Італія, Іспанія, Греція, Франція, Угорщина, Кіпр (національна віза, не Шенген). Більше не приймають документи від туристів Латвія, Литва, Естонія, Польща, Чехія, Словаччина, Данія, Бельгія та Нідерланди», – йдеться у повідомленні.
При цьому також наголошується, що після повної зупинки 12 вересня дії угоди ЄС про спрощення візового режиму з росією терміни на оформлення віз та черги значно збільшаться. «Тому мінімальний термін для планування поїздки до Європи та отримання візи становитиме не менше 1,5-2 місяців. Але краще потурбуватися про отримання візи й ще раніше – за 3-4 місяці до початку подорожі», – зазначають російські туроператори.
Як повідомлялося, за підсумками неформальної зустрічі 31 серпня міністри закордонних справ ЄС вирішили повністю зупинити угоду про спрощення візового режиму з рф. Міністри також погодилися, що країни – сусідки рф можуть робити індивідуальні кроки для обмеження в’їзду росіян.
Єврокомісія затвердила пропозицію щодо повного зупинення дії угоди про спрощення візового режиму з росією. Вона припинить діяти 12 вересня.

„Путін робить ставку на те, що він буде жорсткішим, ніж українці, європейці та американці, що він зможе виснажити українців, задушити їхню економіку”, – заявляв директор ЦРУ Вільям Бернс.
США доклали значних зусиль, аби забезпечити поставки газу до європейських країн. Офіційні особи Білого дому наполягають, що видимих розколів у Європі не помітили, а дії президента РФ Володимира Путіна передбачали. За їх словами, це лише зміцнює рішучість європейських союзників.
Вже інші офіційні особи США заявляють, що існує реальний ризик того, що зростання вартості електроенергії та наближення зими може вплинути на населення ЄС. Одним з прикладом стали протести у Чехії, які відбулись нещодавно. Таким чином, люди можуть почати виступати проти санкційної політики Європейського союзу та подальшої допомоги Україні.
