Вакцини проти коронавірусу отримали більш як 150 країн світу на всіх континентах. На цьому зупинятися Євросоюз не має наміру.
Євросоюз за 10 місяців цього року експортував у різні країни більше одного мільярда доз вакцини проти коронавірусу. Препарати дали більш ніж 150 країнам світу, так ЄС став найбільшим у світі експортером вакцин. Про це заявила президент Єврокомісії Урсула фон дер Ляєн, пише Irish Examiner.
„Виготовлені в ЄС вакцини доставили в більш ніж 150 країн світу на всіх континентах – від Японії до Туреччини, від Великої Британії до Нової Зеландії, від Південної Африки до Бразилії… Через платформу COVAX доставлено близько 87 млн доз країнам з низьким і середнім достатком”, – сказала вона.
Також європолітик додала, що експортовано кожну другу дозу, яку виготовлено в ЄС. І водночас експорт препаратів триватиме.
„У наступні кілька місяців, на додаток до експорту, ЄС надасть найбільш вразливим країнам як мінімум 500 млн доз вакцини. Але й інші країні мають збільшити свій внесок”, – відзначила президент Єврокомісії.
Вона додала, що в найближчі місяці Євросоюз має намір доставити 200 млн доз вакцини в країни Африки.

Космічний центр Esrange на півночі Швеції стане першим майданчиком для розробки ракетних технологій і запуску супутників в Європейському Союзі.
Про це повідомляє „Європейська правда” з посиланням на Euractiv.
Цей об’єкт, розташований неподалік від міста Кіруна, повинен бути готовий до роботи до літа 2022 року. Космічний центр, розташований приблизно в 200 км на північ від Полярного кола, був заснований в середині 1960-х років. З того часу це місце активних досліджень.
Його інфраструктура оновлювалася з 2015 року і тепер буде завершена за допомогою кредитної угоди на 12 мільйонів євро з Північним інвестиційним банком і державною Шведською космічною корпорацією (SSC).
Будуть модернізовані ракетно-випробувальні комплекси та розроблені наземні технології зв’язку з супутниками.
Нові інвестиції зроблять Швецію однією з приблизно десятка країн світу з власної супутниковою інфраструктурою.
„З появою нового космодрому він, швидше за все, стане першим стартовим майданчиком на материковій частині Європи, який надасть космічним компаніям платформу для розробки ракетних технологій наступного покоління і запуску своїх супутників”, – сказав представник Шведської космічної корпорації Філіп Польссон.

Європейський Союз (ЄС) переглянув перелік країн, які вважаються епідеміологічно безпечними стосовно глобальної ситуації з епідемією коронавірусу, і додав до переліку Бахрейн та Об’єднані Арабські Емірати, повідомила рада ЄС.
Європейський Союз уперше опублікував такий список наприкінці червня 2020 року, який наразі включає Австралію, Бахрейн, Чилі, Південну Корею, Об’єднані Арабські Емірати, Канаду, Катар, Кувейт, Йорданію, Україну, Уругвай, Нову Зеландію, Руанду, Саудівську Аравію та Сінгапур.
Відповідно до рекомендації, держави – члени ЄС повинні поступово запровадити обмеження щодо в’їзду для громадян цих двох країн, доданих до списку.
Неважливі поїздки до ЄС із країн, не включених до списку, підпадають під тимчасові обмеження на поїздки. Тим не менше, держави-члени мають можливість скасувати ці тимчасові обмеження для тих мандрівників, які отримали повну вакцинацію.
Обмеження щодо Китаю будуть зняті ЄС, якщо інша сторона вчинить відповідно. За умови взаємності, обмеження на поїздки також слід скасувати для спеціальних адміністративних територій Китаю, Гонконгу та Макао.
Громадяни Андорри, Монако, Сан-Марино, Ватикану, Ісландії, Ліхтенштейну, Норвегії та Швейцарії також можуть в’їхати до ЄС без обмежень.
Країна вважається безпечною, якщо збільшення кількості нових випадків близьке до середнього по ЄС або нижче від нього.
Відповідальними за виконання Рекомендації Європейського Союзу залишаються органи держав-членів. Держави-члени можуть лише поступово скасовувати обмеження на поїздки для зазначених вище країн, забезпечуючи при цьому повну прозорість.
Окремі держави-члени самостійно не можуть прийняти рішення про скасування обмежень на поїздки до країн, не включених до списку, до прийняття узгодженого рішення.
Рада ЄС переглядає та – у разі необхідності – оновлює список кожні два тижні.

Рада Європейського Союзу прийняла оновлену директиву «блакитної картки ЄС», що підтверджує право перебування в державах – членах Європейського Союзу громадян третіх країн з метою зайнятості. Це, як сподіваються в ЄС, допоможе зменшити дефіцит робочої сили в ключових секторах економіки.
Оновлена загальноєвропейська схема спрямована на залучення висококваліфікованих робітників до Європи, особливо в ті галузі, які потерпають від їхньої нестачі.
Згідно з новими правилами, кандидати з країн, що не є членами ЄС, повинні надати трудовий договір або пропозицію від роботодавця про працевлаштування щонайменше на шість місяців та підтвердити свою кваліфікацію (замість однорічного трудового договору чи пропозиції від роботодавця).
Особи, які мають право на міжнародний захист, також можуть подати заявку на отримання «блакитної картки ЄС». Крім того, треба буде продемонструвати певні види професійних знань, наприклад, у таких сферах, як інформаційні чи комунікаційні технології.
Власники «блакитної картки ЄС» можуть вільно переїхати до іншої держави-члена щонайменше через рік перебування в країні, що її видала.
Стане швидшим і процес возз’єднання родини, а члени сім’ї матимуть змогу швидше почати працювати. Нові правила запроваджують також ряд положень для забезпечення новим власникам «блакитної картки ЄС» та членам їхніх сімей рівних умов із працівниками, у яких є національна ліцензія.
Директива Європейського Союзу про «блакитну картку» діє з 2009 року, але в ЄС кажуть, що цю систему потрібно реформувати, оскільки вона не привабила до Європи достатньо робочої сили.

За результатами саміту Україна – ЄС, який відбудеться 12 жовтня, буде декілька конкретних проривних рішень, що стосуватимуться практичної інтеграції України, заявив міністр закордонних справ Дмитро Кулеба в інтерв’ю Інтерфакс-Україна.
«Буде декілька конкретних проривних рішень, які стосуватимуться нашої практичної інтеграції, – сказав міністр і додав: – Ця інтеграція принесе конкретні економічні вигоди для українського бізнесу та громадян».
Кулеба наголосив, що Україна буде боротися за те, аби отримати європейську перспективу. Але зазначив, «що треба реалістично оцінювати фінал боротьби та готовність ЄС до внесення саме цього положення на саміті 12 жовтня». «Утім ми будемо боротися за це», – додав міністр закордонних справ.
Водночас він висловив упевненість, що наша країна стане членом Північноатлантичного альянсу. «Я не маю жодних сумнівів, що Україна буде членом НАТО. Це політичне рішення, і це питання часу та балансу, який створиться в певний момент у євроатлантичному просторі», – підкреслив Кулеба.

У Європейському союзі повністю вакциновані проти коронавірусу 70% дорослих громадян, однак надалі існує загроза виникнення нових штамів.
Про це під час свого виступу в Страсбурзі в ході осінньої сесії Парламентської асамблеї Ради Європи сказала єврокомісар з питань охорони здоров’я та безпеки харчових продуктів Стелла Кіріакідес.
“Ми досягли понад 70% вакцинації дорослого населення, але знову ж таки не у всіх країнах однаковий рівень. І тут треба говорити про весь світ. Це означає, що ми повинні достукатися до максимального числа людей для того, щоб надати їм правдиву інформацію, адже поки є не вакциновані, існує ризик виникнення нових штамів”, – сказала Кіріакідес.
Вона також наголосила, що “віруси кордонів не визнають”.
За її словами, пандемія показала, що треба об’єднати зусилля, зокрема, у боротьбі з поширенням неправдивої інформації про коронавірус та вакцинацію.
“Говорячи про скептичне ставлення до вакцинації та теорії змови, то, звичайно, що немає сумнівів, що ця проблематика турбує всіх нас. Однак тут не може бути універального рецепта. Ми працюємо над цією проблематикою. Важливо ділиться науковими знаннями, передавати правдиву інформацію, адже ми бачимо, що штам Дельта домінує”, – сказала вона.

Щo цiкaвo, дo cepeдини 2022-гo кpaїни «Ciмки» i ЄC згoлocилиcя нaдaти iншим, мeнш зaбeзпeчeним дepжaвaм в цiлoму 1,2 млpд вaкцин i, нa дaний мoмeнт, пocтaвивши мeншe 12% вiд зaявлeнoї дoпoмoги. Як пoкaзують poзpaxунки eкcпepтiв, цi дoзи мoгли б з лeгкicтю бути пoжepтвувaнi вжe дo кiнця цьoгo poку, пpичoму бeз нaймeншого навантаження на нaцioнaльні пpoгpaми через тaк звaну буcтepну вaкцинaцiю.
До слова, в ocтaннi мicяцi чимaлo кpaїн Євpoпи вжe paпopтувaли пpo пpoблeми пpocтpoчeння вaкцин. Нaпpиклaд, уpяд Кocoвo був змушeний в кiнцi cepпня знищити бiльшe 130 тиc. дoз вaкцини вiд AstraZeneca, пoжepтвувaниx Нopвeгiєю, чepeз вичepпaний тepмiн пpидaтнocтi. A в Нiмeччинi цeй мoмeнт упуcтили, вкoлoвши цьoгo мicяця 840 житeлям фeдepaльнoї зeмлi Бaдeн-Вюpтeмбepг пpocтpoчeну вaкцину вiд кopoнaвipуcу виpoбництвa aмepикaнcькoї кoмпaнiї Moderna.
A зa iнфopмaцiєю видaння Vanity Fair, у CШA вжe зaкiнчивcя тepмiн пpидaтнocтi у 34 млн дoз вaкцини, адже на тлi пaдiння бажання у aмepикaнцiв вакцинуватися у чacтини пpeпapaтiв термін придатності закінчився прямо в мopoзильниx кaмepax. Ще наприкінці червня стало відомо, що Європейська рада дала згоду на підписання з Україною Угоди про спільний авіаційний простір. У офіційній заяві Європейської ради йдеться, що ця угода відкриває ринок повітряного транспорту, надає можливості для авіаоператорів та пасажирів, а також сприяє пожвавленню торгівлі, інвестиціям та туризму. Таким чином будуть усунуті ринкові обмеження, а Україна приєднається до внутрішнього авіаринку ЄС. При цьому, українське законодавство адаптується до європейських правил і вимог у сфері авіаперевезень, передає Економічна правда.
Посол ЄС в Україні так прокоментував затвердження радою є угоди про спільний авіаційний простір між Україною та ЄС: «ця угода гарантує переваги і для мандрівників, і для авіаіндустрії.»
Які переваги отримають мандрівники?
Сергій Сидоренко на шпальтах Європейської правди пише, що угода про відкрите небо аж ніяк не означає приходу до нас європейських лоукостерів, адже вони у нас вже є — Wizzair та RyanAir. Але, завдяки створенню конкурентного середовища та рівних умов серед авіаперевізників, пасажири отримають дешевші квитки, більшие рейсів та такий же захист і гарантії, як і європейці.
Йдеться, зокрема, про фінансові компенсації та відшкодування в разі скасувань або затримки вильоту з вини авіакомпанії від 200 до 600 євро. Перевізник буде зобов’язаний надати пасажирам готель та харчування, навіть якщо ця компанія лоукостер.
Виконавчий директор групи RyanAir, найбільшого лоукостера Європи, Майкл О’Лірі 17 вересня заявив про “агресивне розширення на українському ринку, якщо Україна приєднається до угоди про “Відкрите небо” з ЄС”, передає BBC News Україна. Reuters пише, що на зустірчі інвесторів топ-менеджер підкреслив, що Україна – це єдиний ринок, на який би він звернув увагу. Наразі компанія працює в п’яти аеропортах України і планує розширити свою діяльність на 12. Компанія працює в Україні з 2018 року.
Які переваги для авіакомпаній?
Угода про відкрите небо забезпечує більше можливостей для авіакомпаній, так як створює умови для кращої конкуренції. Як саме це відбувається і яким чином вдасться «посунути» монополістів з найприбутковіших і найдорожчих для пасажирів напрямків? Адже зараз такі напрямки поділені між крупними компаніями, і якщо котрась інша компанія захоче також літати цим маршрутом, автоматично отримує відмову. Мотивують це тим, що ліміт вичерпаний, а вільних частот немає.
З моменту дії угоди про вільне небо такі обмеження будуть скасовані, адже українські законотворці отримають домашню роботу, згідно з якою вони мають внести зміни до нашого авіаційного законодавства та підлаштувати його під європейські стандарти.
Європейські авіакомпанії літатимуть між українськими містами
Угода вступатиме в дію в три етапи. Перший етап, відомий як “тимчасове застосування” запрацює одразу після підписання угоди. Прогнозують, що процедура підписання відбудеться у жовтні-листопаді. З першого числа наступного місяця після підписання “тимчасове застосування” угоди вступить в дію. На цьому етапі будуть лібералізовані прямі машрути перевізників з України до ЄС і назад. Також українчький парламент має привести національне законодавство у відповідність до європейських директив, щоб уникнути ручного розподілу слотів та частот між компаніями предтендентами.
Вже після реалізації цього етапу всі українські льотні сертифікати щодо підготовки екіпажу, будуть визнаватися в ЄС. Також будь які бізнеси отримають право надавати наземне обслуговування в аеропортах, тобто хендлінг.
Далі відбувається ратифікація угоди у парламентах країн-членів, Європейському парламенті та Верховній раді. На цьому етапі європейські компанії отримають право літати між українськими містами.
