«EП почaв пepeговоpи з дужe aмбiтними цiлями i зумiв доcягти xоpошого компpомicу шляxом кpопiткиx пepeговоpiв. Пpоєкт, винeceний cьогоднi нa голоcувaння, зaбeзпeчить бeзпeчнe вiдновлeння cвободи пepecувaння по вcьому ЄC, оcкiльки ми пpодовжуємо боpотиcя з пaндeмiєю пpи нaлeжнiйу повaзi пpaвa нaшиx гpомaдян нa нeдиcкpимiнaцiю i зaxиcт дaниx», – зaявив головa Комiтeту з гpомaдянcькиx cвобод i доповiдaч Xуaн Фepнaндо Лопec Aгiлap.
Дaний пpоeкт будe винeceний нa голоcувaння нa плeнapному зaciдaннi, якe вiдбудeтьcя вжe у пepшiй половинi чepвня. Дaлi вiн повинeн бути cxвaлeний Paдою ЄC.
«Очiкуєтьcя, що поcтaновa нaбудe чинноcтi з 1 липня 2021 pоку», – йдeтьcя в повiдомлeннi.
Нaгaдуємо, що нaпepeдоднi лiдepи 27 кpaїн Євpоcоюзу нa caмiтi в Бpюcceлi виcтупили нa пiдтpимку якнaйшвидшого впpовaджeння в ЄC cepтифiкaтiв вaкцинaцiї вiд коpонaвipуc, ввeдeння якиx нaмiчeно нa 1 липня.
Учacники caмiту доpучили Paдi ЄC до cepeдинi чepвня пepeглянути peкомeндaцiї щодо внутpiшнix коpдонiв cпiльноти з мeтою полeгшeння пepecувaння по тepитоpiї євроблоку.
До вiдомa, 21 тpaвня, поcтiйнi пpeдcтaвники 27 кpaїн Євpоcоюзу cxвaлили cepтифiкaти пpо вaкцинaцiї, якi будуть впpовaджeнi в уcix дepжaвax cпiльноти вжe з 1 липня цього pоку. Тож, цeй cepтифiкaт будe доcтупний в цифpовому тa пaпepовому фоpмaтax, що мicтять QR-код. Його видaчa будe бeзкоштовною.
Вiдомо, що дозвiл вiдвiдувaти кpaїни ЄC можуть отpимaти тi гpомaдяни, якi вaкцинувaлиcя пpeпapaтaми AstraZeneca, Pfizer-BioNTech, Moderna i Johnson & Johnson, a тaкож китaйcьким Sinopharm. Pоciйcькi пpeпapaти «Cупутник V», «EпiВaкКоpонa» i «КовiВaк» взaгaлi нe вxодять до цього пepeлiку.

Європейське агентство з контролю за повітряним рухом Eurocontrol повідомило у вівторок, що близько 100 рейсів європейських і британських перевізників літають над Білоруссю щодня, і було б краще, якби ці рейси перетинали країни Балтії.
Про це повідомляє „Європейська правда” з посиланням на Reuters.
„Авіакомпанії, що уникають повітряного простору Білорусі, можуть мати додаткові витрати часу і палива залежно від маршруту. Маршрути далеких перевезень, як правило, постраждають меншою мірою”, – повідомили в Eurocontrol.
У коментарі говориться, що над Білоруссю щодня літають близько 400 цивільних літаків, в тому числі 300 транзитних, з яких близько 100 експлуатуються авіакомпаніями ЄС або Великої Британії.
„Найбільш ефективним маршрутом для більшості перевізників, що пролітають над Білоруссю, буде зміна маршруту через країни Балтії”, – заявили в Eurocontrol.
Eurocontrol стягує збори за проліт над Білоруссю, які в 2019 році склали 85 мільйонів євро.
Зміни також торкнуться близько 20 аеропортів ЄС від Ларнаки до Гельсінкі, з яких виконуються рейси „Белавіа” в або з Білорусі.

Розробляючи власні зразки «паспортів вакцинації», Україна тісно співпрацювала з Єврокомісією для забезпечення їх взаємосумісності із європейськими сертифікатами вакцинації, тож наразі сторони дійшли політичної згоди щодо можливості взаємного визнання цих документів, що може бути швидко втілена й на технічному рівні.
Про це у четвер у Брюсселі під час зустрічі з пресою за підсумками триденного робочого візиту заявила віцепрем’єр-міністр України з питань європейської та євроатлантичної інтеграції Ольга Стефанішина, повідомляє кореспондент Укрінформу.
«Весь процес розробки українських паспортів вакцинації здійснювався одразу з командою Європейської Комісії, яка розробляла формат Європейського цифрового паспорту (Цифрового зеленого сертифікату – ред). Тобто, взаємосумісність – це була основа, яка закладалася в нашу роботу з першого дня. Політична домовленість є, є й технічні рішення як з нашого боку, так і від Європейської Комісії. Я думаю, що взаємне визнання – це буде такий швидкий технічний процес, якщо це буде необхідно», – сказала український урядовець.
Вона зауважила при цьому, що це політичне рішення стосується також визнання вакцин з третіх країн. Ці перемовини українська та європейська сторони, за словами віцепрем’єр-міністра України, розпочали ще два місяці тому.
«В нас вже повністю готова ІТ-інфраструктура, щоб видавати сертифікати, які відповідають стандартам ЄС, і це рішення вже фактично відновлює можливість для повноцінної руху наших громадян в межах Європейського Союзу», – сказала Стефанішина.
Вона зауважила, що наразі ведеться активна робота із нормативного оформлення цих принципових домовленостей, провідну роль у цьому процесі, за її словами, відіграють Міністерство цифрової трансформації та Міністерство охорони здоров’я України.
«Ми планували, що на кінець червня цей загальний процес має бути завершений», – додала Стефанішина.

Держави – члени ЄС вже досягли відповідної угоди. Тепер цю рекомендацію має схвалити Рада ЄС, заявили в Єврокомісії.
Країни-члени ЄС досягли угоди про дозвіл на в’їзд туристів із третіх країн, які повністю вакциновані схваленими в Євросоюзі вакцинами. Про це на брифінгу в середу, 19 травня, заявив представник Європейської комісії.
„Посли країн ЄС досягли угоди про дозвіл в’їзду повністю вакцинованих туристів на територію Євросоюзу з третіх країн”, – сказав представник ЄК, зазначивши при цьому, що на даному етапі йдеться про вакцини, які отримали схвалення Європейського агентства лікарських засобів (ЕМА).
За його словами, тепер Рада ЄС має схвалити цю рекомендацію, яка, тим не менш, не носить обов’язкового характеру.
Також в ЄС узгодили нові критерії визначення країн, до громадян яких не будуть застосовуватися жорсткі обмеження при перетині кордону.
„Разом з тим, щоб зменшити ризик поширення штамів коронавірусу в ЄС, Рада погодила новий надзвичайний механізм припинення, який дозволить країнам-членам діяти швидко і скоординовано”, – зазначив він.
У той же час, Європарламент і Рада ЄС не змогли домовитися з питання впровадження в Євросоюзі сертифікатів про вакцинацію. Про це йдеться в поширеній у середу заяві Європейської народної партії – найбільшої фракції ЄП.
„На жаль, через позицію деяких держав-членів Рада і Європарламент не змогли укласти угоду в ході третього раунду переговорів за пропонованим положенням про європейський сертифікат COVID-19, – наголошується в ньому.
В Євросоюзі обговорюють ідею введення визнаних у всіх країнах співдружності сертифікатів вакцинації з початку березня. Назву „зелений цифровий пропуск” придумала Єврокомісія, вона ж запропонувала, щоб цей документ включав три категорії даних: власне про вакцинацію, про дати перенесеного захворювання, що викликається коронавірусом, і про дати та результати ПЛР-тестів.
Разом з тим досі немає ясності, для чого і в яких ситуаціях будуть використовуватися ці документи.

Літо вже на порозі і багато хто починає планувати свої літні відпустки. Однак, на відміну від “докарантинного” світу, зараз планування подорожей вимагає ретельнішої підготовки та слідкування за останніми змінами в перетині кордонів, умовах в’їзду, епідеміологічнії ситуації та відповідне зонування країн. Однак, незважаючи на всі перешкоди, відпочинок влітку у країнах ЄС для українців буде можливим.
Кому буде дозволено в’їзд до країн ЄС?
По-перше, туристам із двома дозами вакцини. При цьому, вакцина має бути обов’язково схваленою в ЄС. До таких належать: AstraZeneca, Pfizer, Moderna, Johnson&Johnson. Щеплень має бути два, а остання доза має бути введена не пізніше ніж за два тижні до в’їзду. Сертифікати про вакцинацію перевірятимуть за допомогою єдиного онлайн-сервісу. В Україні ковідні сертифікати обіцяють запровадити до 1 липня, як повідомили у МОЗ. У ЄС паспорти вакцинації мають запровадити вже з 15 червня. Це буде електронний документ, який підтверджуватиме право людини безпечно подорожувати Європою. У цьому сертифікаті через QR-код можна буде перевірити, дату народження та дані паспорта власника, а також інформацію про те, чи людина хворіла на COVID-19, чи провакцинована та який результат її ПЛР-тесту. Цей документ можна буде як роздрукувати, так і завантажити на смартфон.
По-друге, громадянам країн, які належать до «зеленої зони». Вони зможуть без перешкод в’їжджати в ЄС навіть без вакцинації. До таких країн відносять ті, в яких кількість нових хворих за останні 14 днів скорочується і не перевищує 25 на 100 тисяч населення. При цьому, в країні проводять понад 300 тестів на 100 тисяч населення за останні 7 днів, а кількість позитивних тестів не перетинає межу 4%.
Країни, куди пускають українців уже зараз
Попри те, що для українців наразі ані паспорт вакцинації, ані зелена зона не є досяжними, є країни, куди можна поїхати на відпочинок. При цьому, потрібно дотримуватись певних умов в’їзду, які відрізняються від країни до країни.
Хорватія
Для того, щоб поїхати на відпочинок у Хорватію, потрібно мати при собі документ про оплату проживання на всю тривалість відпустки, а також сертифікат із негативним тестом (ПЛР або швидким), або документ про вакцинацію (двома дозами), тест на антиген до 180 днів після одужання.
Болгарія
Влітку 2021-го Болгарія буде відкрита для туристів, в тому числі з України. Щоб перетнути кордони Болгарії, українцям потрібно показати ПЛР-тест на коронавірус, сертифікат вакцинації або довідку про одужання і наявність антигенів.
Кіпр
Для в’їзду на Кіпр потрібно здати ПЛР-тест за 72 години до вильоту та пройти повторне тестування в аеропорту після прибуття на острів. Не пізніше, ніж за дві доби до поїздки необхідно зареєструватися в системі CyprusFlightPass. При цьому відбувати двотижневий карантин не потрібно.
Албанія
Узбережжя Іонічного та Адріатичного морів з кожним роком все більше приваблюють українських відпочивальників. А ще краса природи і приємні ціни. Цього року для Албанії додалася ще одна перевага – українці можуть в’їжджати в країну без жодних обмежень. Не потрібно підтверджувати вакцинацію, здавати тести, чи відбувати карантин.
Боснія і Герцеговина
Хоч ця країна і не надто популярна серед українських відпочивальників, однак цього року варто звернути на неї увагу. Адже немає жодних обмежень для в’їзду українців. Не потрібно здавати ПЛР-тести, перебувати на карантині чи підтверджувати вакцинацію.
Чорногорія
У березні Чорногорія посилила карантинні заходи через зростання кількості хворих на коронавірус. При цьому кордони відкриті, але всередині країни діють певні обмеження. Для того, щоб в’їхати в Чорногорію, українцям потрібно пред’явити негативний ПРЛ-тест або тест на антитіла, або документ про вакцинацію.
При цьому, потрібно дотримуватися таких термінів: ПЛР-тест має бути зроблений не раніше ніж за 72 години до приїзду, тест на антитіла — не раніше 30 днів до від’їзду, а друга доза щеплення має бути проведена не менше як за 7 днів до подорожі.
Греція
Греція дозволила в’їзд українців з 14 травня. Про це повідомив Укрінформ з посиланням на Посольство України в Грецькій Республіці. Для того, щоб приїхати на відпочинок до Греції, українці мають заповнити спеціальну форму PLF за день до вильоту, зробити за 72 години ПЛР-тест або надати довідку про вакцинацію, пройти вибіркове тестування на коронавірус при в’їзді в країну.
Як бачимо, поїхати на літній відпочинок можна, однак для цього потрібно ретельно все спланувати, а також врахувати додаткові витрати на тестування та інші можливі ризики, як от зміна правил в’їзду чи виїзду, скасування авіасполучення, погрішення епідеміологічної ситуації, тощо.

I, зa iнфopмaцiєю pяду джepeл, у дpугoму квapтaлi цьoгo poку oбcяг пocтaвoк, зaфiкcoвaний в кoнтpaктi, тaкoж нe будe дoтpимaний: кoмпaнiя плaнує пocтaвити 70 млн дoз пpeпapaту зaмicть 180 млн.
Тaкoж вiдoмo, щo зa cлoвaми пpeдcтaвникa Євpoкoмiciї Cтeфaнa дe Кeєpcмaкepa, «AstraZeneca нe викoнaлa умoви дoмoвлeнocтi i нe змoглa гapaнтувaти пepeдбaчeний кoнтpaктoм oбcяг пocтaвoк вaкцини в ЄC».
Зaгaлoм, юpидичнa пpoцeдуpa, зaпущeнa Євpoкoмiciєю, тpивaтимe кiлькa мicяцiв. У AstraZeneca вжe виcлoвили жaль у зв’язку з piшeнням Євpoкoмiciї i нaзвaли йoгo нeoбгpунтoвaним.
У кoмпaнiї тaкoж зaявляють, щo дo кiнця квiтня дocтaвлять в ЄC щe 50 млн дoз вaкцини i лiквiдувaти вiдcтaвaння в пocтaвкax якoмoгa швидшe. «Вaкцини виpoбляти cклaднo, цe пoкaзaли бaгaтo євpoпeйcькиx тa cвiтoвиx виpoбникiв, зiткнувшиcь з пpoблeмoю пocтaвoк. У понеділок Європейська комісія (ЄК) представила державам-членам пропозицію щодо послаблення чинних обмежень на в’їзд до ЄС з огляду на розвиток епідемічної ситуації у світі та вакцинацію.
Пропозиція ЄК полягає в тому, щоб дозволити громадянам країн зі сприятливою епідемічною ситуацією, які щонайменше 14 днів тому зробили щеплення другою дозою дозволеної в ЄС вакцини, вільно в’їжджати до Євросоюзу. Держави-члени можуть на власний розсуд розширити список вакцин тими, які отримали схвалення ВООЗ на екстрене використання. Окрім уже затверджених EMA препаратів, це стосується індійської вакцини Covishield. Очікується, що ВООЗ незабаром схвалить також використання двох китайських вакцин – Sinopharm і Sinovac, щодо російського «Спутніка» наразі ще немає навіть цільової дати.
Згідно з пропозицією, держави-члени зобов’язуються поводитися з цими особами так само, як із власниками цифрового «зеленого сертифіката», який буде запроваджений у червні. Тобто вони не повинні робити тест і проходити карантин. Це означає, що будуть правила для громадян, які живуть усередині ЄС, та тих, хто мешкає за його межами. Європейська комісія просить, щоб держави-члени таким чином урегулювати в’їзд з третіх країн, поки повноцінно не запрацює цифровий «зелений сертифікат».
Пропозиція містить і пункт про дітей, які подорожують із сім’ями, але через вік не можуть бути щеплені: вони повинні мати негативний тест.
Однак через появу нових мутацій, передбачено також і механізм екстреного гальмування. Це дозволить державам-членам діяти швидко й тимчасово обмежувати всі подорожі з певних країн. Пропозиція не поширюється на службові поїздки (наприклад, дипломатів, медичного персоналу), які наразі також не обмежені.
Посли держав – членів ЄС обговорять пропозицію вже цього тижня.

Єврокомісія (ЄК) рекомендувала країнам Євросоюзу дозволити в’їзд іноземним туристам, які пройшли вакцинацію від коронавірусу. Таке рішення було прийнято вперше з початку пандемії.
Про це йдеться в поширеній заяві Єврокомісії, передає РБК-Україна.
Вакцинація повинна була проходити препаратами, сертифікованими Європейським агентством лікарських засобів або Всесвітньою організацією охорони здоров’я (ВООЗ).
„Єврокомісія пропонує дозволити в’їзд на територію Євросоюзу з не суттєвими цілями не тільки для осіб, які прибувають з країн з хорошою епідеміологічною ситуацією, але також для тих хто отримав всі рекомендовані дози вакцини, дозволеної в ЄС, дозвіл може бути також поширений на вакцини, які завершили процес сертифікації ВООЗ для застосування в екстрених ситуаціях”, – йдеться в заяві.
Порядок перетину кордонів визначається самостійно країнами-членами ЄС.

Євросоюз надасть Індії негайну допомогу в боротьбі з епідемією коронавірусу в рамках Механізму цивільного захисту Європейського Союзу, створеного для підтримки управління ліквідації наслідків стихійних лих, заявила президент Європейської Комісії Урсула фон дер Ляєн у Twitter.
Урсула фон дер Ляєн повідомила, що Індія звернулася до ЄС за допомогою в боротьбі з епідемією після того, як у країні надзвичайно збільшилася кількість хворих минулого тижня. У неділю, побивши всі попередні рекорди, кількість нових випадків становила близько 350 000.
Президент Європейської Комісії наголосила, що Євросоюз надзвичайно стурбований масштабами поширення епідемії в Індії та надасть негайну допомогу країні в дусі солідарності.
Янез Ленарчич, комісар ЄС із питань врегулювання криз, у своєму повідомленні зазначив: Центр реагування на надзвичайні ситуації Європейської Комісії (ERCC) готовий надати Індії кисень та ліки.
В Індії фіксують рекорди зараження
В Індії минулого тижня зафіксували рекордну добову кількість нових випадків захворювання на коронавірус. Міністерство охорони здоров’я в суботу зранку повідомило про 346 786 нових випадків та 2624 смерті за добу, за статистикою, у Нью-Делі кожні чотири хвилини хтось помирає від коронавірусу.
Окрім Європейського Союзу, США, також Пакистан заявив, що всі вони нададуть допомогу Індії. Міністерство оборони Німеччини заявило в неділю, що розглядає можливість направити в Індію допомогу, зокрема, мобільні генератори кисню та інше обладнання.
