Принаймні в одному з проєктів рішень про відкриття зовнішніх кордонів ЄС Україна зазначена серед держав, мешканцям яких можуть відкрити в’їзд до Євросоюзу.
Про це йдеться у робочому документі, проєкт якого отримав телеканал „Євроньюз”, повідомляє „Європейська правда”.
Видання не оприлюднює повний текст документа, але публікує повний список країн, які пропонують включити до „білого списку” від початку липня. Документ, щодо якого точиться дискусія між державами-членами ЄС надало виданню джерело у дипломатичних колах.
У цьому списку – 54 країни. Україна зазначена у їхньому числі.
З інших європейських країн поза межами ЄС, в’їзд пропонується відкрити громадянам та мешканцям Андорри, Чорногорії, Сербії, Боснії, Албанії, Грузії. Примітно, що Молдову та Вірменію до списку не внесли.
Наразі немає певності, що список буде затверджений у даному вигляді. „Джерела сумніваються у відкритті кордонів від вже з 1 липня та кажуть, що згода (між членами ЄС) не буде досягнута вчасно”, йдеться у публікації.
Також не можна виключити що список – якщо документ є автентичним – був складений за застарілими даними, до початку нового спалаху епідемії.

З останнім збільшенням кількості нових заражень коронавірусом Україна вийшла за межі, які може встановити Єврокомісія для держав, мешканців яких пускатимуть як туристів до Шенгенської зони.
Як повідомляє „Європейська правда”, офіційна статистика МОЗ вже перевищила критерії у проєкті рішення ЄК, який потрапив до ЗМІ.
За цим проєктом – який остаточно досі не узгоджений, але за даними New York Times розглядається як основний робочий – головним критерієм оцінювання відкриття кордонів ЄС для мешканців тієї чи іншої країни стане кількість нових заражень у країні за 14 останніх днів у відношенні до її населення.
За даними видання, дебати у ЄС переважно ведуться про те, чи пускати до ЄС мешканців тих держав, де зафіксовано менш як 16 нових заражень на 100 тисяч населення чи менше ніж 20 нових заражень (16 – це середній показних у країнах ЄС; показник у 20 дозволить пускати більше іноземців).
Нові правила мають запрацювати від 1 липня; до того діє бланкова заборона на несуттєві поїздки для іноземців, включаючи громадян України.
Між тим Україна не може розраховувати на жоден із цих варіантів. За статистикою МОЗ станом на 24 червня, за останні 14 днів виявлено 10 723 нових хворих. За оцінкою Держстату (а саме ці офіційні дані напевно використовуватиме ЄС), в Україні 41,8 млн населення. А це означає, що показник інцидентності України за 14 днів складає 25,65 випадку на 100 тисяч, що перевищує обидва встановлені ЄС критерії. До того ж цей показник продовжує зростати день за днем.
У разі якщо проєкт рекомендацій ЄК буде затверджений країнами-членами, це означатиме продовження заборони на в’їзд для несуттєвих поїздок (включаючи туризм) для мешканців України.

Країни ЄС розглядають можливість відкрити кордони для подорожей вже наступного місяця, однак при цьому зберігатиметься заборона для в’їзду жителів країн, де зафіксований найвищий рівень захворюваності на COVID-19.
Про це повідомило у вівторок видання The New York Times, яке отримало у розпорядження проєкти документів з обмеженнями для подорожей країнами ЄС.
„Країни Європейського Союзу, які поспішають відновити свою економічну діяльність та знову відкрити кордони після місяців обмежень від коронавірусу, готуються заблокувати в’їзд для жителів Америки через те, що Сполучені Штати не змогли взяти під контроль поширення (захворювань – ред.) „, – зазначається в повідомленні.
Крім того, ЄС розглядає можливість тимчасової заборони для в’їзду на свою територію мешканців Бразилії й Росії, які перебувають на другій і третій сходинці після США за кількістю хворих на COVID-19, а також ряду інших країн.
Очікується, що ЄС відкриє кордони з 1 липня. Зараз, як повідомляє NYT, країни Євросоюзу розглядають на рівні міністерств внутрішніх справ два списки дозволеного в’їзду для іноземців, де враховується кількість хворих на 100 тисяч населення. У обох переліках США, Бразилія та РФ відсутні. Списки ще не затверджені остаточно, втім очікується, що рішення буде прийняте вже наступного тижня.

Зі свого боку Україна відновила роботу всіх пунктів пропуску на кордоні з країнами Європейського союзу та Молдовою. Однак, зараз функціонують лише ті, де відновили роботу суміжні сторони.
Про це повідомляє Урядовий портал.
За словами керівника управління організації прикордонного контролю Юрія Лисюка, робота пунктів пропуску на українському кордоні була відновлена розпорядженням Кабміну від 20 травня 2020 року, але для роботи пунктів пропуску необхідно погодження суміжних країн.
Цього тижня було відновлено роботу ще двох пунктів пропуску після. На кордоні з Польщею відкрили автомобільний пункт пропуску „Шегині”, а на україно-румунському кордоні запрацював пункт пропуску „Солотвино”.
„Як тільки уповноважені органи країн ЄС та Молдови приймуть рішення про відновлення роботи пунктів пропуску на кордоні з Україною, ДПСУ готова забезпечити такий пропуск зі свого боку”, – наголосив Лисюк.

Європейська комісія запропонувала тимчасово послабити правила генетичної модифікації, щоб уникнути перешкод на шляху клінічного тестування вакцин та методів лікування, передає Euractiv.
Чинна сувора регламентація не допускає відхилень навіть у непередбачених термінових випадках, тому експерименти з генетично модифікованими речовинами надзвичайно складні та трудомісткі. Європейська фармацевтична компанія Astra Zeneca так само, як і Johnson & Johnson, працює над створенням вакцинами, що містять генетично модифіковані інгредієнти. Однак чинне законодавство ставить європейських дослідників та виробників у невигідне становище.
За відповідну поправку повинні проголосувати Європейський парламент та Рада міністрів, що може зайняти тривалий час. Комітет хотів би прийняти рішення про поправку протягом трьох тижнів, до літніх канікул парламенту.
Зміни правил стосуватимуться не лише клінічних випробувань, пов’язаних із вакцинацією проти коронавірусу, але й лікування цієї хвороби.

Єврокомісія висунула умови, для скасування обмеження на перетин кордонів туристам з країн які не входять до ЄС, в їх числі також Україна.
Про це повідомляє „Європейська правда” з посиланням на відповідні рекомендації Єврокомісії.
Також в Єврокомісії заявили, що окрім епідемічної ситуації, будуть враховувати принцип взаємності.
„Багато третіх країн також запровадили обмеження на подорожі для громадян, які прибувають з ЄС. З метою рівного ставлення третя держава також має зняти обмеження на в’їзд з ЄС… Громадяни ЄС і громадяни асоційованих держав Шенгенської угоди, а також громадяни третіх країн, які законно проживають в Європейському Союзі, а також члени їх сімей повинні бути звільнені від обмеження на поїздки, незалежно від того, повертаються вони додому чи ні” – йдеться у рекомендаціях.
Україна досі не скасувала обмеження на в’їзд іноземців у зв’язку з коронавірусом, тому має змінити ці правила, щоб отримати взаємне відкриття кордонів з боку ЄС.
В Єврокомісії заявили, що „наявність і надійність” даних з третіх країн має розглядатися в якості ключового критерію для відкриття кордонів.
Зокрема, обмеження на поїздки спочатку знімуть з третіх країн, які мають порівнянну або кращу епідемічну ситуацію, ніж в середньому по ЄС.
Головними критеріями у цьому контексті будуть: число нових інфекцій на 100 000 населення; тенденція до зростання числа нових інфекцій; загальна реакція країни на COVID-19 з урахуванням таких аспектів, як тестування, спостереження, відстеження контактів, стримування, лікування та звітність.
Ще однією умовою для відкриття кордонів також буде здатність забезпечити дотримання заходів стримування, таких як фізичне дистанціювання, протягом всієї подорожі, від місця відправлення до місця призначення, в тому числі під час будь-якого можливого транзиту через райони підвищеного ризику.
Ще один аспект, який буде враховуватися – це можливе використання третьої країни для транзиту мандрівниками інших країн, які не відповідають критеріям.
ЄС почне відкривати кордони для іноземців з 1 липня. Серед перших відкриються кордони для таких країн Західних Балкан, як Албанія, Боснія та Герцеговина, Косово, Чорногорія, Північна Македонія та Сербія.

„Після зняття контролю на внутрішніх кордонах країн ЄС ми пропонуємо відкритий і гнучкий підхід щодо зняття обмежень на поїздки до ЄС, починаючи з 1 липня”, – заявила єврокомісар.
Головними критеріями будуть кількість захворювань коронавірусом на 100 тисяч населення, тенденції розвитку епідемії та загальна ситуація з реагуванням країни на COVID-19 (система тестування, моніторингу, відстеження контактів, звітування, лікування).
Серед перших до цього списку потраплять країни Західних Балкан: Албанія, Боснія та Герцеговина, Косово, Чорногорія, Північна Македонія та Сербія.
При цьому в разі зміни ситуації у певній країні обмеження можуть поновити. Також можуть відмовити у в’їзді окремому мандрівникові з країни, для якої обмеження зняті, якщо вважатиметься, що він „може становити загрозу для громадського здоров’я”.
Для України рішення ще не ухвалене. Воно буде залежати, зокрема, від розвитку епідемічної ситуації.
Також Єврокомісія закликає країн-членів зняти прикордонний контроль з понеділка, 15 червня. Це рішення не є імперативним: країнам-членам рекомендують відкрити внутрішні кордони з цієї дати, або „настільки швидко, як це можливо”.

Країни Європейського Союзу висловилися за продовження обмежень на в’їзд громадян третіх країн після 15 червня.
Про це заявила єврокомісар Ілва Йоханссон за підсумками засідання міністрів внутрішніх справ країн ЄС, повідомляє кореспондент „Європейської правди”.
„Серед міністрів була
сильна підтримка того, що спочатку необхідно відновити функціонування
Шенгенської зони, а потім переходити до відкриття зовнішніх кордонів”, – сказала
Йоханссон.
За її словами, Єврокомісія
рекомендувала завершити обмеження на перетин зовнішніх кордонів ЄС 15 червня,
коли добігає кінця термін дії чинної заборони, але майже всі країни-члени
підтримали коротке продовження закриття кордонів.
„Це означає, що обмеження
на зовнішніх кордонах залишаться до кінця червня і я вважаю, що ми повинні
розглянути питання про скасування на початку липня”, – сказала
єврокомісар.
Щодо критеріїв, для яких країн
і коли відкриватимуть кордони, найближчими днями продовжаться консультації з
між Єврокомісією та країнами-членами. Одночасного відкриття для всіх країн не
буде.
Вона також зазначила, що повне
функціонування Шенгенської зони відновиться до кінця червня.
Зазначимо, що до ЄС, як і
раніше, можуть потрапити певні категорії людей з третіх країн, наприклад,
сезонні працівники.
По всій Європі країни поступово
скасовують свої внутрішні обмеження, і деякі з них почали відкривати кордони в
останні дні. Італія зробила це на початку цього тижня, але більшості країн
планують відкриття
в середині червня, включаючи Францію, Бельгію, Німеччину, Грецію, Австрію,
Нідерланди і Чехію.

„Ми дуже близько підійшли до ситуації, коли ми
повинні зняти всі внутрішні прикордонні обмеження і прикордонні
перевірки”, – сказала Йоханссон, додавши, що „хорошою датою має стати
кінець червня”.
Єврокомісар сказала, що ситуація з вірусом „швидко
поліпшується” і вона рада бачити, що члени ЄС вже послаблюють прикордонний
контроль.
По всій Європі країни поступово скасовують свої внутрішні
обмеження, і деякі з них почали відкривати кордони в останні дні. Італія
зробила це на початку цього тижня, але більшості країн планують відкриття в
середині червня, включаючи Францію, Бельгію, Німеччину, Грецію, Австрію,
Нідерланди і Чехію.
Нагадаємо, 5 червня міністри внутрішніх справ країн ЄС
проведуть відеоконференцію, на якій буде обговорюватися питання поступового

Як відомо, повна заборона для в’їзду туристів з-за меж ЄС
діє до 15 червня, після чого її замінять „покраїновими” обмеженнями.

Глава МЗС Дмитро Кулеба повідомив що веде переговори з країнами Євросоюзу про туристичні поїздки для українців цього літа.
Як повідомляє „Європейської правди”, про це він заявив на спільному брифінгу з німецьким колегою Гайко Маасом у вівторок в Берліні.
Кулеба нагадав, що нещодавно домовився з главою МЗС Туреччини про відкриття кордонів для українських туристів.
„Ми так само ведемо діалог з країнами ЄС і розраховуємо на їх сприятливе позитивне ставлення до українських туристів”, – зазначив глава МЗС.
Як відомо, до 15 червня зовнішні кордони ЄС залишаються закритими для несуттєвих поїздок громадян із третіх країн.
Німецький міністр спрогнозував, що ЄС застосовуватиме диференційований підхід щодо подорожей у ті чи інші країни з „огляду на реальну ситуацію” у них.
