A brit külügyminisztérium többtucatnyi országot szerdán levett azoknak a célállomásoknak a listájáról, amelyek felkeresésétől a koronavírus-járvány miatt eddig eltanácsolta az utazókat.
A tárca 32 ország esetében vonta vissza ezt az útmutatást. Ezekbe az országokba a minisztérium eddig – egészen kivételes és elengedhetetlen indokoktól eltekintve – semmilyen céllal nem javasolta az utazást.
A listáról levett országok között szerepel mások mellett Fehéroroszország, Koszovó, Algéria, Örményország, Kazahsztán, Banglades és Malajzia.
Az intézkedés jelentőségét egyebek mellett az adja, hogy az utazástól eltanácsoló listáról levett országok felkereséséhez a nagy-britanniai biztosítótársaságoknál immár lehet utazási biztosítást kötni. A brit biztosítók gyakorlatszerűen elutasítják az utazási biztosítások megkötését olyan országokra, amelyek felkeresésétől a brit külügyminisztérium eltanácsolja az utazókat.
A minisztérium szerdán közölte: az utazástól eltanácsoló ajánlást azért oldotta fel az érintett országok esetében, mert ezekben az országokban javul a közegészségügyi helyzet, emellett a szakértők egyre inkább kiismerik a koronavírus természetét, és a nagy-britanniai oltási kampány eredményeként csökkent a brit utazókat fenyegető kockázat.
A tárca hangsúlyozza ugyanakkor, hogy a vörös kategóriás – vagyis járványügyi szempontból a legkockázatosabbnak tartott – országok felkeresésétől továbbra is eltanácsolja az utazókat.
A szerdai tájékoztatásban a brit külügyminisztérium kiemeli azt is, hogy a nem vörös kategóriás országokra a továbbiakban nem ad ki olyan útmutatást, amely a koronavírus-járvány miatt tanácsolná el ezeknek az országoknak a felkeresésétől a briteket.
Hétfőtől megszűnt a brit kormány által a külföldi országokra májusban érvénybe léptetett zöld és sárga járványkockázati besorolás is – az utóbbiba tartozott Magyarország –, és csak a vörös kategória maradt meg.
Ugyancsak hétfő óta nem kell koronavírus-tesztet elvégeztetniük az angliai beutazás előtt azoknak, akik a koronavírus elleni oltás mindkét dózisát megkapták, és nem a brit kormány által vörös kategóriába sorolt országokból utaznak Angliába.
Október végétől a nemzetközileg elismert vakcinákkal teljesen beoltott, nem vörös kategóriás országokból Angliába utazók számára megszűnik az angliai érkezés utáni második napon elvégzendő PCR-teszt kötelme is, és ehelyett az olcsóbb gyorsteszt (lateral flow test) elvégzése is elégséges lesz.
Mindez azokra vonatkozik, akik az angliai érkezés előtt legalább 14 nappal az Oxford/AstraZeneca-, a Pfizer/BioNTech- vagy a Moderna-vakcinából, illetve ezek bármilyen kombinációjából kapták meg mindkét adagot, vagy az egykomponensű Janssen-oltóanyagból részesültek.

A brit közlekedési minisztérium által a múlt hónap végén bejelentett intézkedés azok számára lépett életbe, akik az utazás időpontja előtt legalább két héttel az oltás mindkét adagját megkapták. Hétfőtől megszűnt a zöld és a sárga járványkockázati besorolás is – az utóbbiba tartozott Magyarország -, és csak a vörös kategória maradt meg.
Az Európai Unióból érkezőknek olyan vakcinával kell előzetesen beoltatniuk magukat, amelynek alkalmazását az EU gyógyszerfelügyelete (EMA) engedélyezte. A minisztériumi tájékoztatás szerint október végétől a nemzetközileg elismert vakcinákkal teljesen beoltott, nem vörös kategóriás országokból érkezők számára megszűnik az érkezés utáni második napon elvégzendő PCR-teszt kötelme is, és ehelyett az olcsóbb gyorsteszt (lateral flow test) elvégzése is elégséges lesz. Ha ez pozitívnak bizonyul, akkor el kell végeztetni egy PCR-tesztet, de a jelenlegi szabályozástól eltérően ez ingyenes lesz. Ez a módosítás hétfőn még nem lépett életbe, az Angliába érkezőknek most még el kell végeztetniük a beutazás után második napon kötelező PCR-koronavírustesztet. E kötelem megszűnésének pontos dátuma egyelőre nem ismert, de a közlekedési minisztérium már utalást tett arra, hogy az angliai érkezés utáni tesztelőírás módosításának időpontja várhatóan egybeesik az angliai iskolák októberi őszi szünetének végével. Az előírások enyhítése egyelőre Angliára vonatkozik, az Egyesült Királyság többi országának – Skócia, Wales, Észak-Írország – kormányai saját hatáskörükben döntenek arról, hogy követik-e az angliai módosításokat.
Az eddig érvényben volt brit szabályozás szerint azok az európai uniós és amerikai állampolgárok, akik mindkét dózist megkapták az Európai Gyógyszerügynökség, illetve az Egyesült Államok szövetségi élelmiszer- és gyógyszerfelügyeleti hatósága (FDA) által jóváhagyott oltóanyagok valamelyikéből, karanténkötelezettség nélkül beutazhattak Angliába, de indulásuk előtt legfeljebb 72 órával és érkezésük után legfeljebb két nappal egy-egy PCR-tesztet el kellett végeztetniük saját költségükön. Hétfőtől az indulás előtti PCR-teszt elvégzésének kötelme szűnt meg. A nem vörös kategóriás országokból érkező, nemzetközileg engedélyezett vakcinákkal teljesen beoltott beutazóknak továbbra sem kell karanténba vonulniuk.
A brit egészségügyi minisztérium a múlt hónap végén közölte azt is, hogy azok a beutazók is teljesen beoltottnak számítanak, akik a koronavírus elleni oltás két dózisát két különböző, de mindkét esetben nemzetközileg engedélyezett oltóanyagból, illetve két különböző ország oltási programjának keretében kapták meg. Az alkalmazott vakcinapárosítás lehet például az Oxford/AstraZeneca-, a Pfizer/BioNTech- és a Moderna-oltóanyagok bármilyen kombinációja. Az egykomponensű oltóanyagok esetében értelemszerűen egy oltási adag beadása is teljes körű immunizációnak számít.

Nem használhatják péntektől személyi igazolványukat a beutazáshoz a brit határállomásokon azok az EU-állampolgárok, akik nem élnek Nagy-Britanniában. A Nagy-Britanniában törvényesen letelepedett uniós polgárok ugyanakkor még legalább négy évig személyi igazolvánnyal is beutazhatnak.
Nagy-Britannia tavaly január 31-én kilépett az Európai Unióból, de azok az EU-polgárok, akik 2020 végéig, a brit EU-tagság megszűnése (Brexit) után kezdődött 11 hónapos átmeneti időszak lejártáig törvényesen és életvitelszerűen letelepedtek az országban, továbbra is maradhatnak megszerzett összes jogosultságuk megtartásával. Ehhez azonban meghatározatlan időre szóló tartózkodási engedélyért – hivatalos jogi elnevezéssel letelepedett státusért – kell folyamodniuk.
A brit belügyminisztérium még májusban közzétett, a határidő pénteki lejárta előtt megerősített szabálymódosítása szerint akiknek már megvan ez a státusuk, vagy beterjesztették folyamodványukat, de még várnak az elbírálásra, legalább 2025. december 31-ig beutazhatnak Nagy-Britanniába az állampolgárságuk szerinti országban kiállított személyazonosító okmányokkal.
A tárca legfrissebb összesítése szerint a 27 EU-tagország Nagy-Britanniában élő állampolgárai közül augusztus 31-ig 6 159 800-an adtak be letelepedési kérelmet, és a folyamodványok közül addig 5 709 200-at bíráltak el.
A brit belügyminisztérium a múlt hónap végéig elbírált folyamodványok mindössze 3 százalékát utasította el.
Az egyes országokra lebontott adatsor szerint – amely egyelőre a június 30-i állapotot mutatja – a lengyelek és a románok állnak a lista élén 1 107 060, illetve 1 082 260 letelepedési folyamodvánnyal.
A belügyi tárca statisztikája szerint június 30-ig 155 490 magyar állampolgár folyamodott tartós nagy-britanniai letelepedési engedélyért.
Azok az EU-állampolgárok, akik nem tartózkodnak életvitelszerűen Nagy-Britanniában, és így nem szerezhetik meg a letelepedett státust, csütörtökig használhatták a hazájukban kiállított személyi igazolványt a nagy-britanniai beutazáshoz.
Priti Patel brit belügyminiszter május végén jelentette be, hogy a belépéshez felhasználható személyi okmányok szabályozása a nem Nagy-Britanniában élő EU-állampolgárok esetében idén október 1-jén módosul.
Patel úgy fogalmazott a májusban ismertetett intézkedés indoklásában, hogy a nyitott határok koncepciója elhibázott koncepció, és egyszerűen nem megvalósítható, hogy mindenki, aki Nagy-Britanniában akar letelepedni, ezt meg is tehesse. Ez ugyanis éppen azokkal szemben lenne igazságtalan, akik kínzás és üldöztetés elől menekülve biztonságos és törvényes úton szeretnének eljutni Nagy-Britanniába.
Nagy-Britannia büszke arra a régre visszanyúló hagyományra, hogy otthont nyújtott az üldöztetés és az elnyomás elől menekülőknek, köztük a zsidóknak a hitleri rezsim idején, vagy a magyaroknak, akik az 1950-es években a szovjet fenyegetés elől menekülve érkeztek – mondta a brit belügyminiszter.
Priti Patel hangsúlyozta: a brit kormány nagyon nagyra értékeli a Nagy-Britanniában élő EU-polgárok hozzájárulását az ország életéhez, és azt szeretné, ha maradnának.
A személyi igazolvány használatának pénteki megszüntetését megerősítő belügyminisztériumi tájékoztatás hangsúlyozza, hogy a beutazó EU-állampolgárok továbbra is használhatják az automata ePassport beléptető kapukat a brit határállomásokon.

A brit egészségügyi minisztérium és a közlekedési tárca tisztázó jellegű ismertetése szerint a beutazási szabályok október 4-én esedékes változásáig a két különböző vakcina használata abban az esetben számít teljes körű immunizációnak, ha mindkét oltóanyag szerepel a brit, az európai uniós, illetve az amerikai gyógyszerfelügyeleti hatóságok által jóváhagyott vakcinák listáján.
London a minap bejelentette, hogy október 4-étől nem kell koronavírus-tesztet elvégeztetniük az angliai beutazás előtt azoknak, akik mindkét oltási dózist megkapták.
Az egészségügyi és a közlekedési minisztérium szerdai kiegészítő tájékoztatása szerint a tesztelési előírás októberi enyhítése után is érvényes lesz az a szabály, hogy teljes körű oltottságnak számít a különböző vakcinákból beadott két oltási dózis, és attól a dátumtól kezdve a brit kormány ki is terjeszti azoknak az országoknak a listáját, amelyek gyógyszerfelügyeleti engedélyeit elismeri.
Így teljes körűen beoltottnak számítanak a jövő hónap elejétől azok a beutazók is, akik például az első dózist Japánban, Ausztráliában vagy Nagy-Britanniában, a másodikat az Egyesült Államokban, az Európai Unióban vagy Kanadában kapták meg.
Az alkalmazott vakcinapárosítás lehet például az Oxford/AstraZeneca-, a Pfizer-BioNTech- és a Moderna-oltóanyagok bármilyen kombinációja.
Az egy komponensű oltóanyagok – például a Janssené – esetében értelemszerűen egy oltási adag beadása is teljes körű immunizációnak számít – hangsúlyozza a két brit szakminisztérium szerdai tájékoztatása.
A brit kormány által a külföldi utazások szabályozásában bejelentett módosítás alapján október 4-től megszűnik a zöld és a sárga járványkockázati besorolás – az utóbbiba tartozik jelenleg Magyarország is –, és csak a vörös kategória marad meg.
Az angliai beutazás előtti koronavírus-teszt kötelmének feloldása azokra vonatkozik majd, akik nem vörös kategóriás országokból érkeznek, és az angliai beutazás időpontja előtt legalább két héttel az oltás mindkét adagját megkapták.
Október végétől a nemzetközileg elismert vakcinákkal teljesen beoltott, nem vörös kategóriás országokból érkezők számára megszűnik az angliai érkezés utáni második napon elvégzendő PCR-teszt kötelme is, és ehelyett az olcsóbb gyorsteszt (lateral flow test) elvégzése is elégséges lesz.
Ha ez pozitívnak bizonyul, akkor el kell végeztetni egy PCR-tesztet, de a jelenlegi szabályozástól eltérően ez ingyenes lesz.

A Mail on Sunday című konzervatív vasárnapi brit lap kormányforrásokat idézve azt írta, hogy még az októberben kezdődő őszi iskolai szünet előtt megszűnhet a költséges PCR-koronavírustesztek elvégzésének kötelezettsége azok számára, akik a brit kormány besorolása alapján zöld vagy sárga kategóriás országokból utaznak Nagy-Britanniába és a koronavírus elleni oltás mindkét adagját megkapták.
A jelenlegi brit szabályozás szerint azok az európai uniós és amerikai állampolgárok, akik mindkét dózist megkapták az Európai Gyógyszerügynökség (EMA), illetve az Egyesült Államok szövetségi élelmiszer- és gyógyszerfelügyeleti hatósága (FDA) által jóváhagyott oltóanyagok valamelyikéből, karanténkötelezettség nélkül beutazhatnak Nagy-Britanniába, de indulásuk előtt és érkezésük után egy-egy PCR-tesztet el kell végeztetniük saját költségükön. Ugyanez érvényes a külföldre látogató és onnan hazatérő brit állampolgárokra.
Ez a tesztelési kötelezettség a népesebb családokra esetenként több száz font többletköltséget ró az utazási kiadásokon felül, és a brit turisztikai szakma hosszú ideje erőteljesen lobbizik a rendszer felülvizsgálatáért.
A Mail on Sunday forrásai szerint a jövő hónaptól a mindkét oltási dózissal beoltottaknak várhatóan már nem kell tesztelésnek alávetniük magukat, mielőtt elindulnak Nagy-Britanniába, akkor sem, ha sárga kategóriás országokból érkeznek, és beutazásuk után is csak a PCR-szűrésnél olcsóbb gyorstesztet kell elvégeztetniük.
Sajid Javid egészségügyi miniszter a Sky News brit hírtelevízió vasárnapi politikai magazinműsorában közvetve megerősítette, hogy a kormány a szabályozás módosítására készül. Úgy fogalmazott: „a lehető leggyorsabb ütemben” szeretné megszüntetni a külföldről érkezők PCR-tesztelési kötelezettségét, és felkérte a minisztérium illetékes döntéshozóit, hogy „az első lehetséges pillanatban” intézkedjenek a PCR-szűrési szabály visszavonásáról, de időpontot nem említett.
Boris Johnson brit miniszterelnök a tervek szerint kedden ismerteti részletesen a koronavírus-járvány elleni fellépés következő szakaszára kidolgozott kormányzati terveket. Vasárnapi nyilatkozatában Sajid Javid erről nem árult el részleteket, de kijelentette: nem számol azzal, hogy a kormány újból a korábbiakhoz hasonló lezárásokat rendelne el. Az egészségügyi miniszter hozzátette: lekerült a napirendről az a terv is, amelynek alapján szeptember végétől csak oltási igazolás felmutatásával lehetett volna látogatni az éjszakai szórakozóhelyeket és a nagyobb rendezvényeket.

Ugyanakkor a fiatalok körében az AstraZeneca oltást követően kialakuló vérrögök aggodalmat váltottak ki a kormányban, amely azt javasolta, hogy ez a korcsoport tartózkodjon az AstraZeneca oltóanyaggal való vakcinálástól.
Sajtóhírek szerint az egészségügyi dolgozók többször kérték a hatóságokat, hogy irányítsák át a vakcinákat más országokba, ahol kritikusan nagy a hiány a koronavírus elleni oltóanyagot illetően.

A brit kincstár összesen 2100 mobiltelefont adott ki a dolgozóknak tavaly, de ezek közül 117-nél minden adat elveszett, miután a készülékek tulajdonosa többszöri próbálkozás után is rossz PIN-kódot adott meg – írta a The Guardian cikkére hivatkozva a HVG.
A helytelen PIN-kódok miatt a telefonok zár alá kerülnek, így a felhasználó csak (a gyári) visszaállítással, vagyis az eszközön lévő minden beállítás törlésével tud hozzáférni a mobilhoz. A brit kormányt érintő kellemetlenség a PA Media hírügynökség által indított adatkikérés után derült ki.
A The Guardian szerint az érintettek között van a minisztérium államtitkára, Tom Scholar is. Esetében azért is kínos az ügy, mert Scholar korábban kormányzati ügyekben többször is egyeztetett a volt brit miniszterelnökkel, David Cameronnal. Scholar állítólag SMS-eket küldött a korábbi kormányfőnek, de hogy pontosan miről váltottak üzenetet, az nem ismert.
A baki során bekövetkezett adattörlés miatt ugyanis ezek a szövegek is eltűntek.
A brit kormányzat munkatársainak különleges szabályokat kell betartaniuk a mobiltelefonjaikon lévő adatok, illetve kontaktinformációk miatt. Ezek közé tartozik a PIN-kód és a különféle jelszavak gyakori megváltoztatása is. Ám ha ezekre nem emlékeznek, rosszul ütik be őket, a készülékek automatikusan lezáródnak – és csak azután lehet őket újból használatba venni, ha az informatikusok feloldják. Ez utóbbi pedig a készülék tartalmának törlésével lehetséges.
Scholar azzal védekezett, hogy tisztában volt a rossz PIN-kód beírásának kockázataival, de mit mondta, ő is csak ember, és elfelejthet dolgokat.

A brit kormány egy hét múlva feloldja a koronavírus-járvány terjedésének megfékezésére elrendelt, még érvényben lévő utolsó jogi korlátozások nagy többségét Angliában, de továbbra is javasolja egyes elővigyázatossági ajánlások betartását, például maszkok viselését zsúfolt beltéri helyszíneken – jelentette be hétfőn Sajid Javid brit egészségügyi miniszter.
A döntést nem sokkal később, a Downing Streeten tartott hétfő esti sajtóértekezletén Boris Johnson miniszterelnök is megerősítette.
A kormány a múlt hónapban az eredeti, június 21-i időpontról négy héttel későbbre, július 19-re, vagyis jövő hétfőre halasztotta az angliai jogi korlátozások megszüntetését, azzal a céllal, hogy az oltási kampány lépést tudjon tartani a fokozottan fertőzőképes, Nagy-Britanniában dominánssá vált delta koronavírus-variáns terjedési ütemével.
Sajid Javid a londoni alsóház képviselőinek tartott hétfői tájékoztatásában bejelentette, hogy az oltási kampány sikerére alapozva a kormány nem módosítja az utolsó korlátozások feloldásának július 19-i időpontját, mivel nem tartja indokoltnak a további halasztást.
A Downing Street a kormányfő és az egészségügyi miniszter hétfői bejelentései előtt közzétett ismertetésében hangsúlyozta: a halasztás eddigi három hete alatt 6,8 millió első és második dózist adtak be Angliában a koronavírus elleni vakcinákból.
A londoni miniszterelnöki hivatal idézte az angliai közegészségügyi szolgálat (Public Health England, PHE) és a Cambridge-i Egyetem közös elemzését is, amely arra vall, hogy a nagy-britanniai oltási kampány egyedül Angliában 8,5 millió koronavírus-fertőződést és 30 ezer halálesetet akadályozott meg.
Mindezek alapján „azoknak, akik azt kérdezik, hogy miért most oldjuk fel a korlátozásokat, azt válaszolom: mikor, ha nem most?” – fogalmazott nem sokkal későbbi parlamenti tájékoztatóján az egészségügyi miniszter.
Az egészségügyi minisztérium hétfő esti adatai szerint a felnőtt brit lakosság 87,2 százaléka – csaknem 46 millió ember – már megkapta a koronavírus elleni oltás első dózisát, közülük 34,9 milliónak – 66,2 százaléknak – a második oltási adagot is beadták. A brit kormány célkitűzése az, hogy július 19-ig, vagyis jövő hétfőig, az utolsó korlátozások feloldásának napjáig a teljes brit felnőtt lakosság – hozzávetőleg 52,7 millió ember – megkapja az első oltási dózist, szeptember közepére pedig minden felnőttnek mindkét oltási adagot beadják.
Javid és Johnson egyaránt hangsúlyozta, hogy a kormány a korlátozások jövő hétfői feloldása után is javasolja – bár a továbbiakban nem teszi kötelezővé – a maszkok viselését sokak által látogatott zárt közösségi helyiségekben. A miniszterelnök kijelentette: a kormány „nem várja el feltétlenül” azt sem, hogy mindenki egyszerre visszamenjen jövő hétfőtől munkahelyére, ha továbbra is megoldható az otthoni munkavégzés.

Meghaladta a 30 milliót a koronavírus elleni oltásokból beadott második dózisok száma Nagy-Britanniában. Az eddig beadott első és második oltási adagok együttes száma átlépte a 72 milliót.
A brit egészségügyi minisztérium kedd este közzétett részletes adatai szerint a nagy-britanniai oltási kampány december 8-i kezdete óta az első oltási adagból eddig 41 831 056-an részesültek. Közülük 30 209 707-en a második dózist is megkapták, vagyis eddig összesen 72 040 763 adagot adtak be Nagy-Britanniában a koronavírus elleni oltásból.
A brit kormány a koronavírus először Indiában azonosított delta variánsának terjedése miatt az oltási kampány jelentős gyorsításáról döntött a héten. Boris Johnson miniszterelnök bejelentette: a kormány az eddigi menetrendben szereplő július 31-ről július 19-re hozta előre azt a határidőt, ameddig a teljes brit felnőtt lakosságnak – hozzávetőleg 52,7 millió embernek – meg kell kapnia a koronavírus elleni oltás első dózisát. Ugyaneddig az időpontig mindkét oltási adagot be kell adni a felnőttek kétharmadának, ezen belül az 50 évesnél idősebbek, a fokozottan veszélyeztetettek, az egészségügyi és szociális ellátás első vonalában dolgozók mindegyikének, és azoknak a 40 éven felülieknek is, akik május közepéig megkapták az első dózist.
Az egészségügyi minisztérium kedd esti beszámolója szerint az elmúlt 24 órában tízen, a kedden zárult egy hétben 63-an haltak meg a koronavírus-fertőződés okozta Covid-19 betegségben országszerte. A heti halálozási szám 12,5 százalékkal alacsonyabb az előző, múlt kedden zárult egy hétben bejelentett halálesetekénél. A nagy-britanniai koronavírus-járvány januári tetőzésének idején volt olyan időszak, amikor egy nap alatt több mint 1800-an haltak meg a Covid-19 betegség szövődményeiben.
A kidolgozott részletes nyitási menetrend eredetileg június 21-re, vagyis jövő hétfőre irányozta elő a koronavírus-járvány megfékezését célzó, még érvényben lévő utolsó korlátozások feloldását, abban az esetben, ha az ehhez kidolgozott járványügyi feltételrendszer maradéktalanul teljesül. Boris Johnson azonban hétfő esti sajtótájékoztatóján bejelentette, hogy a delta vírusvariáns terjedése miatt négy héttel, július 19-re halasztották az utolsó, negyedik nyitási lépést. A halasztás elsődleges célja az, hogy az oltási kampány üteme továbbra is a vírus terjedésének üteme előtt járjon. Johnson közölte: a járványadatok alapján bízik abban, hogy július 19-nél tovább már nem kell halasztani az utolsó korlátozások felszámolását. Az előző három időpontban maradéktalanul és határidőre teljesültek az azokra a napokra kitűzött korlátozásenyhítési célok.

Január 11-én Nagy-Britannia további hét oltási központot nyitott meg a lakosság koronavírus elleni beoltására. A kormány így kívánja felgyorsítani az oltások terjesztését az országban – számolt be a Reuters.
A hírek szerint, oltási központ nyílt a londoni Nightingale Field terep kórházban, az ország nyugati részén fekvő Bristol futballstadionjában, a délkeleti Epsom versenypályáján és egy manchesteri teniszklubban is.
Arról is beszámoltak, hogy Nagy-Britanniában ezen a héten további több száz orvosi rendelőben, kórházban és néhány gyógyszertárban is megkezdik oltások beadását. Ennek eredményeként az oltási pontok száma 1200-ra nő.
A hatóságok február 15-ig be akarják oltani az idősotthonok lakóit, valamint az egészségügyi és szociális munkásokat. Ehhez heti 2 millió embert kell beoltani. Matt Hancock egészségügyi miniszter elmondta, naponta körülbelül 200 000 embert oltanak be koronavírus elleni vakcinával.
