Volodimir Zelenszkij elnök bejelentette, hogy a katonai vezetést utasította, hozzon létre tartalékállományt, hogy a fronton harcoló katonák visszaállíthassák erőiket a csaták után – közölte az Ukrajinszka Pravda hírportál az államfő és Boris Johnson volt brit miniszterelnök a kijevi Tarasz Sevcsenko Nemzeti Egyetem hallgatóival és tanáraival vasárnap folytatott beszélgetésen.
A jelentés szerint Zelenszkij az ukrán hadsereg legénységi állományának feltöltésével kapcsolatos kérdésre válaszolva elmondta, hogy a katonai vezetés feladata tartalékok létrehozása, hogy a védők a harcok után vissza tudják állítani az erőiket. „Mert különböző okok miatt nehéz, így mind a sebesülések, mind a pszichés állapot miatt. Ennek normálisnak kell lennie” – hangsúlyozta.
Az elnök megjegyezte, a mozgósítási folyamatok részleteit nem árulhatja el, de a főparancsnok vezérkara meghozta az ezzel kapcsolatos döntéseket, a parancsnokok most dolgoznak a területükön történő megvalósításon. Mint megjegyezte, az ukrán hadsereg legfontosabb erőforrása a személyi állomány, amelyet meg kell védeni. „Az emberek nemcsak fontosak, hanem a legfontosabbak” – nyugtatta meg az ukrán lakosságot Volodimir Zelenszkij.

Az Orosz Fegyveres Erők létszámát január 1-jétől 137 ezer fővel növelik. Ez összhangban van a 2022. augusztus 25-én kiadott elnöki rendelettel, amely még aznap hatályba lépett. A dokumentum szerint az orosz hadsereg létszáma megközelíti a 2,1 milliót, ebből több mint 1,1 millió ember katona.
Szergej Sojgu orosz védelmi miniszter egy szeptemberi ülésen már beszélt róla, hogy új katonai alakulatokat fognak létrehozni.

A jelentés szerint Makszimiv elmondta: „szükség van további létszámnövelésre, feltöltésre. Növelnünk kell a potenciált, növelni kell az állományt. Mindannyian látjuk, hogy hadseregünk bizonyos irányokban magabiztosan hajt végre támadó műveleteket. Természetesen jelentős létszámú védelemre van szükségünk. Úgy gondolom, hogy a mozgósítás folytatódni fog. Ez szükségszerű.”
A parancsnok annak a reményének adott hangot, hogy 2023-ban Ukrajna győzelmet arat, és minden ellenséget megsemmisít. Hisz abban, hogy jövőre is folytatódnak a mozgósítási intézkedések. Amíg Ukrajna háborúban áll, a személyi állományt nemcsak a védelemre, hanem a területek felszabadítására irányuló offenzívára is készíteni kell – tette hozzá.
„Minden 60 év alatti férfinak várnia kell a behívót. Vagyis azoknak, akik hadkötelesek” – mutatott rá az ezredes. Azt is megjegyezte, hogy a behívók kézbesítési helyére vonatkozóan nincsenek tilalmak. „Igen, a törvény nem mondja ki, hogy például csak otthon vagy munkahelyen vagy szórakozóhelyen lehet behívót átadni. A törvény a behívó kézbesítését írja elő” – emlékeztetett. „A mozgósítás során a sorkatonai szolgálat alóli kibúvás 5 évig terjedő szabadságvesztéssel büntetendő” – figyelmeztetett Jurij Makszimiv ezredes.

A megszállók azzal indokolják a behívást, hogy a város a „referendum” eredményei alapján az Oroszországi Föderációhoz tartozik majd. A városi tanácsnál elmondták, hogy a titkos mozgósítás már korábban megkezdődött, többször is kaptak értesítést arról, hogy munkát ajánlanak a férfiaknak az „állami katonai szolgálatnál”. Azonban az álreferendum megrendezése után a helyieket már nyíltan mozgósítják.
Az ukrán vezetőség felszólította a helyieket, hogy hagyják el a várost, s ne kockáztassák életüket.
