A CIA európai és eurázsiai műveleteinek volt vezetője szerint ez a stratégia az orosz nukleáris fenyegetettségtől való félelem miatt alakult így.
A megfelelő fegyverek biztosításával lehetséges lett volna, hogy Ukrajna teljesen kiűzze az orosz csapatokat az országból, de ez nem történt meg. Ehelyett egy elhúzódó háború alakult ki, amelyből mindkét fél csak veszteségekkel jöhet ki. Goff úgy véli, hogy az amerikai kormány félelme attól, hogy Putyin nukleáris fegyvereket vetne be vereség esetén, erőteljesen befolyásolta a döntéseket.
A CIA-től történt visszavonulása óta Goff többször is Ukrajnába látogatott, és megpróbált rábírni amerikai vállalatokat, hogy fektessenek be Ukrajnába. A volt ügynök célja, hogy az Egyesült Államok és szövetségesei jobban támogassák Ukrajnát, és ne hagyják magukat megfélemlíteni Moszkva nukleáris fenyegetései által.
