Volodimir Zelenszkij elnök kedden válaszolt a katonai tapasztalattal nem rendelkező 18-60 év közötti férfiak külföldre utazását korlátozó intézkedések feloldását kérő elektronikus petícióra, jelezve, hogy a kiutazási tilalom a hadiállapot befejeződése után szűnik meg – tájékoztatott az Ukrajinszka Pravda hírportál az elnök hivatalos honlapjára hivatkozva.
A jelentés szerint a petíció felvetését három hónap alatt több mint 25 000 állampolgár támogatta. A beadvány szövege szerint „csak a harcképes férfiaknak kell harcolniuk”, a többiek „külföldön lesznek hasznosak, ha dolgoznak, és pénzzel támogatják a hadsereget”.
Az elnök emlékeztetett arra, hogy az alkotmány 17. cikkelye szerint az állam szuverenitásának és területi integritásának védelme az egész ukrán nép ügye, az alaptörvény 65. cikkelye szerint pedig a haza és Ukrajna függetlenségének és területi egységének védelme, Ukrajna állampolgárainak a kötelessége. Egyúttal utalt az általános mozgósításról szóló 2022. február 24-i rendeletre is, amely szerint a korábban katonai szolgálatot nem teljesítő sorkatonák a gyakorlótereken vagy kiképzőközpontokban folytatott kiképzést követően csatlakozhatnak a fegyveres erőkhöz.
Az államfő azt is megjegyezte, hogy a tartalékos, katonai szolgálatra be nem hívott állampolgárok bevonhatók a védelmi jellegű munkálatokba. A beadványra adott válaszában az is szerepel, hogy az államnak jogában áll korlátozni az állampolgárok külföldre utazását hadi- vagy rendkívüli állapot esetén, meghatározva e korlátozások érvényességi idejét. „A hadiállapot lejárta után megszűnik a hadköteles férfiak külföldi utazására vonatkozó korlátozásokat” – ígérte meg Volodimir Zelenszkij.
