A Politico szerint Biden döntése meglepetésként érte a gyilkossággal foglalkozó történészeket és szakértőket, tekintve, hogy az elnök a szenátus tagja volt, amikor az amerikai kongresszus 1992-ben egyhangúlag felhatalmazást adott arra, hogy 25 éven belül közzétegyék a titkosított iratokat.
 John Fitzgerald Kennedy elnököt 1963. november 22-én gyilkolták meg a texasi Dallasban. A gyilkossággal a magányos elkövetőnek minősített Lee Harvey Oswaldot vádolták meg, akit azonban letartóztatásakor Jack Ruby bártulajdonos agyonlőtt. Ruby később a börtönben betegségben meghalt.
