Az ukránoknak az ötletet az a 2003-as akció adta, amikor az amerikai haderő egy 55 darabból álló játékkártyát bocsájtott ki, amely Szaddám Huszein iraki elnököt és kormányának legkeresettebb tagjait ábrázolta. Abban az évben kezdődött az Egyesült Államok iraki háborúja.
