A brit védelmi minisztérium szerint nagyon valószínű, hogy Oroszország egy új „elit” támadó repülőcsoportot hoz létre, amely Ukrajna felett fog tevékenykedni. A minisztérium szerint a „Shtorm” kódnevű csoport valószínűleg többféle repülőgéptípusból áll majd, ami arra utal, hogy elsődleges szerepe a földi célpontok elleni támadás lesz.
