A tudósítás szerint Zelenszkij azt mondta: „Ma az a megtiszteltetés ért, hogy bejelenthetem az ukrán tengerészgyalogság potenciáljának jelentős növelése érdekében hozott döntést egy tengerészgyalogos hadtest létrehozásáról. Az állam mindent megtesz azért, hogy a fontos, erős haderőnemet fejlessze, tengerészgyalogságunkat modern fegyverekkel láthassa el. Azok, akik már tudják, hogyan kell megtenni a lehetetlent, még többen lesznek.”



Az elnök megjegyezte, hogy Oroszország agressziójának kezdete óta a katonai alakulatok és a tengerészgyalogosok egységei megbízhatóan tartják a védelmet a front legfontosabb szakaszain, ugyanakkor szakszerűen és magabiztosan pusztítják a megszállókat. Elmondása szerint „a tengerészgyalogosok nap mint nap bizonyítják, hogy hatalmas erőt képviselnek, amely elpusztítja az ellenséget, felszabadítja földjeinket és a legnehezebb körülmények között is ellátja a legnehezebb feladatokat.”
