A szervezet lengyel és amerikai kezdeményezésként jött létre. Több partnerország is csatlakozott: Finnország, Franciaország, Kanada, Lettország, Litvánia, Németország, Olaszország és Szlovénia. Részt vesz benne a NATO és az Európai Unió Külügyi Szolgálata (EEAS) is.



A lengyel külügyminisztérium közlése szerint az UCG célja, hogy növelje az orosz dezinformációval szembeni közös fellépés hatékonyságát. A Kreml „rendszeresen hazugsághoz és manipulációhoz folyamodik, hogy aláássa a hazáját védő ukrán nemzettel vállalt (nemzetközi) szolidaritást” – írták.
