Рада Європейського Союзу прийняла оновлену директиву «блакитної картки ЄС», що підтверджує право перебування в державах – членах Європейського Союзу громадян третіх країн з метою зайнятості. Це, як сподіваються в ЄС, допоможе зменшити дефіцит робочої сили в ключових секторах економіки.
Оновлена загальноєвропейська схема спрямована на залучення висококваліфікованих робітників до Європи, особливо в ті галузі, які потерпають від їхньої нестачі.
Згідно з новими правилами, кандидати з країн, що не є членами ЄС, повинні надати трудовий договір або пропозицію від роботодавця про працевлаштування щонайменше на шість місяців та підтвердити свою кваліфікацію (замість однорічного трудового договору чи пропозиції від роботодавця).
Особи, які мають право на міжнародний захист, також можуть подати заявку на отримання «блакитної картки ЄС». Крім того, треба буде продемонструвати певні види професійних знань, наприклад, у таких сферах, як інформаційні чи комунікаційні технології.
Власники «блакитної картки ЄС» можуть вільно переїхати до іншої держави-члена щонайменше через рік перебування в країні, що її видала.
Стане швидшим і процес возз’єднання родини, а члени сім’ї матимуть змогу швидше почати працювати. Нові правила запроваджують також ряд положень для забезпечення новим власникам «блакитної картки ЄС» та членам їхніх сімей рівних умов із працівниками, у яких є національна ліцензія.
Директива Європейського Союзу про «блакитну картку» діє з 2009 року, але в ЄС кажуть, що цю систему потрібно реформувати, оскільки вона не привабила до Європи достатньо робочої сили.
Після затвердження Радою Європейського Союзу держави-члени мають два роки, щоб узгодити своє законодавство з новими правилами.
